Motion by Councihnember Pearson, seconded by Councilmember Kurak, to recommend that the <br />City Council end the probationary period for the Police Chief. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, and Councilmembers Pearson, and Kurak. <br />Voting No: None. <br /> <br />Case #2: Consider Ending Probationary Period for Human Resources Manager <br /> <br />l-luman Resources Manager Reed presented a handout from Assistant City Administrator Nelson <br />explaining that Ms. Reed had successfully completed the required six-month probationary period <br />and that she be retained as the Human Resources Manager. <br /> <br />Dircctor of Public Works/Fire Chief Kapler stated that he has had an opportunity to work with <br />Ms. Reed over the last six months. Ms. Reed has been a "warrior" working with staffing issues <br />for the Fire and Public Works Departments. <br /> <br />Motion by CouncJhnember Kurak, seconded by Councilmernber Pearson, to recommend that the <br />City Council end the probationary period for the Human Resources Manager. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, and Councilmembers Kurak and Pearson. <br />Voting No: None. <br /> <br />Case #3: Authorize Staff to Begin Recruitment Processes for New Positions <br /> <br />Human Resources Manager Reed reviewed that for several months the City Council has been <br />discussing the 2004 budget and plans to create additional positions. There appears to be <br />consensus that the City Council will approve the following positions as part of the 2004 budget: <br />Patrol Officer (1 FTE), Building Inspector (.5 FTE), Fire Inspector (.5 FTE), Public Works <br />Maintcnance Worker (1 FTE) and Information Technology Manager (1 FTE). With City Council <br />approval, staff would like authorization to begin the recruitment processes for these new <br />positions. It is staff's intent that if authorized to begin recruitrnent processes irmnediately, the <br />selected candidates would start after the New Year. Because of the various projects that are <br />currently underway, staff would prioritize the positions and stagger the recruitment processes as <br />necessary. If for some reason any of the positions listed above are not included in the approved <br />2004 budget, recruitment proceedings will cease. Each of the five positions will be paid for from <br />the General Fund. The IT Manager position will use the funds that have, in the past, been used to <br />pay an outside company for information technology services. <br /> <br />Councilmember Kurak replied that she wished they could hire two officers because she does not <br />like tile fitct that they only have one officer on duty overnight.
