Collsensus was yes. <br /> <br />Human Resources Manager Reed noted that she would amend the resolution and bring it back for <br />consideration at the next Personnel Committee meeting. <br /> <br />Case #5: Consider Appointments to the Environmental Policy Task Force <br /> <br />Hun]an Resources Manager Reed explained that the Environmental Policy Task Force (EPTF) is <br />a task force that was established by the City Council to write a tree preservation ordinance and a <br />wetlands buffering ordinance. The EPTF has completed the tree preservation ordinance and <br />would like to move forward with the creation of a wetlands buffering ordinance. The EPTF was <br />originally comprised of nine members: one representative from the Planning Commission; one <br />representative fi'om the Park and Recreation Commission, two representatives fi'om Ramsey <br />PONDS (Protecting Our Natural Surroundings); and five at-large representatives appointed by <br />the City Council. At the November 10, 2003 work session, the City Council briefly discussed the <br />future of the EPTF. It was determined that this subject would be explored in greater detail at a <br />future work session. It was the consensus of the City Council that EPTF vacancies should be <br />filled fi'om a list of nominees created by the City Council and current EPTF members. The <br />following names were submitted by the EPTF for consideration: <br /> <br /> Will Thompson: Mr. Thompson expressed an interest in serving on the EPTF at the <br /> Environmental Expo. At this time he is currently serving on the Town Center Task Force <br /> and would prefer to serve on the Town Center Review Board. <br /> Jeff Perry: Resident and Anoka County Parks Department employee. Staff did contact <br /> him and he indicated that he does have a very busy schedule so there may be some <br /> conflicts for him. <br /> Tim Edgeton: Resident and Forester for Sherburne County. <br />· John Strommen, PONDS representative. <br />· .loire Enstrom, RamseyResident. <br /> <br />Htunan Resourccs Manager Reed explained that the EPTF has experienced several changes in its <br />membership over the last year. As a result of these changes there are currently two or three <br />vacancies depending on whether the City Council grants voting rights to the City Council liaison. <br />In addition, the appointment of Jon Olds as the Park and Recreation Commission liaison must be <br />rati fled by the City Council and the Planning Commission must recommend a liaison for Council <br />approval. In order to determine the number of vacancies that must be filled, the City Council <br />must first determine whether the City Council liaison will have voting rights. A City Council <br />liaison position was established after the November 2002 election. At the November 17, 2003 <br />meeting, the EPTF recommended that the City Council liaison have voting rights, as do the other <br />liaisons. If the City Council accepts this recommendation there are two things to consider: 1) <br />the City Council liaison will have two votes on the issues that are brought from the EPTF to the <br />City Council, 2) there would be only two vacancies (one PONDS, one at-large) to fill.
