· 2 representatives fi'om RamseyPONDS <br />· 4 at-large representatives appointed by the City Council <br /> <br />If the Council wishes to grant voting rights to all members except the City Council liaison, there <br />would be three vacancies (one PONDS, two at-large) to fill. Under this scenario the make-up for <br />the EPTF would be as follows: <br /> <br />· I ex-officio City Council liaison <br />· 2 liaisons (Planning and Park ao_d Recreation Commissions) <br />· 2 representatives from RamseyPONDS <br />· 5 at large representatives appointed by the City Council <br /> <br />Councilmember Kurak stated that she did not think that they needed nine members serving on <br />any board. She aisc felt that having a City Council member serve on any board or task force was <br />redundant. When the Council created the EPTF she did not recall that the PONDS group had to <br />have a member on the EPTF that was only part of the initial make up. Ms. Kurak also did not <br />think it was appropriate to have any Councilmembers spouse on a committee. She felt that the <br />EPTF should be handled the same as all other boards and commissions and go through the sarne <br />process for appointing new members. <br /> <br />Councihncmber Cook replied that this is a Task Force, which is different than a board or <br />commission and the City Council directed that the vacancies be filled for now until they can <br />determine the long term make up of the Task Force. He felt that the Task Force should be made <br />up o[' seven members rather than 9. He also noted that he did not have a problem with having a <br />Council liaison attending the meetings, but they should not be allowed to vote and he did not <br />think that they should be appointing a spouse of a Councilmember. <br /> <br />Cmmcihncmber Kurak noted that she was not sure that they had to appoint someone from the <br />Ramsey PONDS group. <br /> <br />Human Resources Manager Reed replied that they could categorize the PONDS appointments as <br />at-large residents. <br /> <br />Councilmember Cook stated that he did not think they were at a point where they could take <br />action on the issue without having more names to consider and making sure the people who have <br />been recommended for appointment are still interested in serving. <br /> <br />Hun]an Resources Manager Reed explained that it was her understanding that each <br />Councihnember was going to be recommending a person to serve on the EPTF and that the <br />Council would vote to fill the vacancies based on the names brought forward by the City Council <br />and EPTF tonight. <br /> <br />Councihnembcr Kurak replied that she did not thi~k that was a good idea. She inquired if they <br />were to proceed with a non-voting Councilmember, liaisons from the Planning Commission and <br />Park Commission and five residents, how many vacancies would have to be filled. <br /> <br />Personnel Committee/November 25, 2003 <br /> Page 6 of 7 <br /> <br /> <br />
