Chairperson Max confirmed that the intent would be for this program to be informal, meaning <br />that many could be recognized throughout the year or none, depending on the efforts during the <br />year. <br />City Planner Anderson noted that the comments received from the city of Plymouth <br />recommended an ongoing recognition rather than an annual recognition in order to shy away <br />from the program being seen as competitive. <br />Chairperson Max believed that a larger recognition, such as at the holiday party, could occur. <br />Board Member Bentz suggested that the ability for residents to send in pictures, which could be <br />rotated on the City website, which would assist in obtaining photos of different efforts in the <br />City, and would also provide recognition on a smaller scale. <br />City Planner Anderson also suggested having a basic form available where the public can submit <br />projects for recognition, in addition to the City staff review projects, which have been completed. <br />Board Member Lewis believed that the mechanics should be in place before the other items, such <br />as who would review the submissions and whether staff has available time to do that. <br />Councilmember LeTourneau referenced the example of the Girl Scout project, which was <br />brought forward to the City, and after completion it was determined that they should be <br />recognized. He believed that would be the mechanics. <br />Board Member Stodola stated that perhaps the Education and Community Awareness <br />Subcommittee could review ideas and then make a recommendation to the Board. <br />Board Member Valentine agreed that a process should be developed, along with a threshold, <br />which would determine whether recognition is given. <br />Board Member Bentz referenced the small scale and did not believe staff would be swamped <br />with applications. He suggested that the recognition program begin and can be reviewed again <br />after participation is known. <br />City Planner Anderson stated that he viewed this to be an organic process explaining that <br />something may come before the Park and Recreation Commission and wanted to avoid that <br />having to come back before a Subcommittee. He believed that it would be beneficial to keep this <br />small and not develop a list of steps that must be followed. <br />Board Member Lewis suggested that the idea be discussed through the Education and <br />Community Awareness Subcommittee and a recommendation could be made at the next <br />meeting. He agreed that the scale should remain small and simple. <br />Board Member Stodola noted that the GreenStep Cities program would most likely have ideas <br />for the recognition of citizen efforts. <br />Environmental Policy Board / February 3, 2014 <br />Page 5 of 8 <br />
