City Planner Anderson stated that the intent would be to have a joint meeting with the Park and
Recreation Commission in the future to review and discuss a framework for a recognition
program.
5.04: Discuss Potential Creation of Alternative Energy Section in City Code
City Planner Anderson presented the staff report.
Board Member Hiatt referenced the Ordinance used by Brooklyn Park and agreed with many of
the aspects included. He believed that Ordinance could be used as a good guiding point for the
City.
City Planner Anderson noted that he does not yet have draft language but is simply providing
this as informational as the item will come back before the Board in the future and will also then
be reviewed by the Planning Commission and ultimately City Council.
Board Member Valentine stated that perhaps the GreenStep Cities program could be used to
provide additional comparison information.
Chairperson Max suggested renaming the title and using another word in place of "alternative ".
Board Member Bentz stated that there are several solar publications and groups that could be
used as a resource, and also noted that a nearby university also has a solar program. He noted
that the city of Brooklyn Park is different than the makeup of rural Ramsey and there may be
some options better suited to the City.
City Planner Anderson noted that the Brooklyn Park Ordinance was simply included as an
example of a nearby city that has this type of Ordinance in place. He advised that he will
continue to work on this item and will bring it back before the Board once ready with the draft
Ordinance.
5.05: Subcommittee Updates
• Tree Sale Subcommittee
Board Member Bentz stated that he spoke with Green Valley Gardens and they expressed
concern handling the bare root stock. He noted that they were interested in participating and
would like to see a list of the proposed materials as well as the proposed dates. He advised that
the business is not open on Sundays.
Chairperson Max confirmed that both local nurseries are interested in participating.
City Planner Anderson stated that some details will need to be hashed out in terms of where the
trees will be delivered and who would be responsible for maintaining the trees until the pickup
date. He noted that the intent should be to split the materials equally so that both nurseries have
equal traffic coming through.
Environmental Policy Board / February 3, 2014
Page 6 of 8
