City Planner Anderson presented the staff report stating the purpose of this case is to discuss <br />potentially amending City Code to allow for administrative site plan review for building <br />expansions and simple lot splits. Currently, both require Commission review and City Council <br />approval. The intent would be to streamline the review process and reduce costs for an applicant <br />when a proposed building expansion conforms with all bulk standards and when there is a basic <br />request to split a lot to create a second buildable lot. Staff requested comment from the <br />Commission on how to proceed. <br />Commission Business <br />Commissioner Bauer found this to be a very positive move. <br />Chairperson Levine agreed and recommended staff proceed with amending City Code regarding <br />the administrative site plan process. He requested that the notification requirements remain in <br />place. <br />5.07: Discuss Potential Creation of Alternative Energy Section in City Code <br />Presentation <br />City Planner Anderson presented the staff report stating the City was recently contacted by a <br />party potentially interested in installing a solar array on their property. City Code is fairly silent <br />on solar energy. With the continued interest and technological improvements associated with <br />various forms of alternative energy, Staff believes that minimum standards should be developed <br />to permit these types of projects that would also serve to minimize or prevent potential negative <br />impacts resulting from such a project. Staff requested comment from the Commission on how to <br />proceed. <br />Commission Business <br />Commissioner Brauer was in favor of getting this portion of code updated. <br />City Planner Anderson stated he presented this same information to the Environmental Board. <br />Chairperson Levine agreed and recommended staff proceed with amending this portion of City <br />Code. <br />5.08: Staff Update <br />The Staff Update was noted. <br />5.09: Zoning Bulletins <br />Zoning Bulletins were noted. <br />Planning Commission/February 6, 2014 <br />Page 6 of 7 <br />
