City Planner Anderson presented the staff report stating the purpose of this case is to discuss potentially amending City Code to allow for administrative site plan review for building expansions and simple lot splits. Currently, both require Commission review and City Council approval. The intent would be to streamline the review process and reduce costs for an applicant when a proposed building expansion conforms with all bulk standards and when there is a basic request to split a lot to create a second buildable lot. Staff requested comment from the Commission on how to proceed. Commission Business Commissioner Bauer found this to be a very positive move. Chairperson Levine agreed and recommended staff proceed with amending City Code regarding the administrative site plan process. He requested that the notification requirements remain in place. 5.07: Discuss Potential Creation of Alternative Energy Section in City Code Presentation City Planner Anderson presented the staff report stating the City was recently contacted by a party potentially interested in installing a solar array on their property. City Code is fairly silent on solar energy. With the continued interest and technological improvements associated with various forms of alternative energy, Staff believes that minimum standards should be developed to permit these types of projects that would also serve to minimize or prevent potential negative impacts resulting from such a project. Staff requested comment from the Commission on how to proceed. Commission Business Commissioner Brauer was in favor of getting this portion of code updated. City Planner Anderson stated he presented this same information to the Environmental Board.
