City Engineer Jankowski indicated it would have little impact. He stated the developer's <br />engineer had pointed out several issues, and the survey and aerial view information was different, <br />so they were still discussing. <br /> <br />Chairperson Nixt asked if the drainage plan was changed, would it alter the layout of the lots <br />significantly? <br /> <br />City Engineer Jankowski indicated it would not significantly impact the layout. <br /> <br />Chairperson Nixt stated in the southwest comer there are two connecting ponds. He asked which <br />is the dry pond. <br /> <br />City Engineer Jankowski stated the smaller pond mitigated the area and would drain to Sunfish <br />Lake. <br /> <br />Commissioner Van Scoy indicated when private roads are discussed there is an assumption on <br />widths. <br /> <br />Principal Planner Trudgeon stated the city has requirements for private roads as well as public <br />roads. <br /> <br />Commissioner Van Scoy asked if 32-foot widths pertained to public roads. <br /> <br />Principal Planner Trudgeon advised that when the City Council first discussed private roads <br />through the cottage area, 32-foot widths were talked. The developer indicated they desired not <br />do that, and went to 24-foot widths. <br /> <br />Commissioner Van Scoy clarified that the City Council requested 32-foot private roads. <br /> <br />Principal Planner Trudgeon indicated affirmatively. <br /> <br />Todd Bjerstedt, Todd Allen Homes, thanked Principal Planner Trudgeon for the presentation. He <br />stated it is obvious from the number of plans presented to the Commission that they have tried to <br />please everyone. He mentioned that Traditional Neighborhood Development is different than <br />any others in Ramsey, and is making everyone think a little differently. He stated that while they <br />have been done elsewhere, he would like to see this in Ramsey, and he thinks it can be a <br />beautiful development. He stated they tried to mix what works best for the look, feel and <br />comfort of the neighborhood. He stated that most streets are 26 feet wide, with only a few being <br />24 feet. He indicated they added more open area in the center of the cottage area and reminded <br />the Commission that the homes live to the front, where the owners can see the open spaces. <br /> <br />Paul Kangas, Loucks and Associates stated they had adjusted the plans many times to meet <br />different needs, but the plan requests differ with each group. He said the trails and roads seem to <br />be the biggest issues. He indicated the roads have a proposed 50 foot right-of-way, which does <br />not seem to be the issue, but the road width curb to curb is the problem.
