Chairperson Nixt indicated he could see what Park and Recreation was thinking, but he does not <br />see how that small trail will make or break the Ramsey trail system. <br /> <br />Chairperson Brauer asked if the developers wanted the trail. <br /> <br />Mr. Kangas indicated not if it was behind their units. He added they, would want credit for park <br />dedication if it had to be there. He stated they have heard loud and clear that the neighbors do <br />not want it, and also from the City Council about concerns with a trail on the east side. <br /> <br />Principal Planner Trudgeon stated the original plan showed the trail, and Park and Recreation <br />liked it. He indicated the City did not ask for it or require it. <br /> <br />Chet Harrison, Loucks and Associates next discussed tree grading that will be required and stated <br />that the end result of the development is it is relatively flat, with roads on some sides forcing the <br />current property to be raised, some lowered. He stated that whether you take the storm water this <br />way or that way it will not matter that much. He clarified that the redirection of rainwater will <br />not have an impact. <br /> <br />Chairperson Nixt asked how much the property had to be raised. <br /> <br />Mr. Harrison stated five to six feet, maybe as much as eight feet in some areas. <br /> <br />Chairperson Nixt asked how that will impact the existing trees. <br /> <br />Mr. Harrison stated there would be minimal impact. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt opened the public hearing on Cases 4 and 5 at 8:35 p.m. <br /> <br />Tim Yehle, 6121 145th Lane NW indicated he and his wife had sent the letter, and have a gazebo <br />in their backyard. He stated he appreciated Commissioner Johnson's comments and concerns for <br />their privacy. He stated the path on the southwest corner would be right out their windows, and <br />as the letter states, they are concerned about dogs barking as they pass by when they are trying to <br />enjoy their backyard. He indicated that the two ponds were also close to his backyard, and his <br />house is in the lowest, flattest area. He stated that if there was a major rain, he does not know <br />what would prevent water from going into his backyard. He indicated he would appreciate it if <br />the pond could be moved north. He also expressed confusion about the connection on Tungsten <br />Way. He stated that the owners of lots 1 and 7, who could not be here this evening, voiced their <br />concern and opposition to that being connected. <br /> <br />Joe McDilda, 14321 Neon Street NW stated that in regard to the tree preservation, he has been <br />on the Environmental Policy Task Force for Ramsey, and has good aerial views of the area, <br />which he has overlaid with the site maps.
