Commissioner Johnson stated they were connecting all stubs from a number of different
directions, and asked if there was any reason to hook them all up.

City Engineer Jankowski stated they did that for safety reasons, as the City always like to have as
many inlets as possible, not to mention the fact that it connects neighborhoods.

Commissioner Johnson indicated there may be compelling reason not to connect the
neighborhoods.

Commissioner Shepherd asked how many roads were connected.

City Engineer Jankowski stated there were four proposed connections to existing roads.

Commissioner Shepherd asked if with the number of houses in the development, all of these are
necessary for safety reasons.

Commissioner Johnson stated there are development in Ramsey with fewer.

Chairperson Nixt stated they have a 50-acre development with only two roads into it. He
indicated that if they could eliminate one road, it would solve other issues and may help
everyone.

Commissioner Johnson stated the Commission could recommend this, and let the City Council
decide. He asked if the Commission was ready to act based on these discussions.

Principal Planner Trudgeon stated there was not consensus among Staff at this point and Staff
was not making a recommendation.

Commissioner Johnson asked when it could be heard at the City Council level.

Principal Planner Trudgeon indicated that the City Council will be talking about the road width
issue on February 18, 2003.

Commissioner Johnson indicated this is the second time the Commission has seen this and he
would like to give a recommendation rather than having it come back again. He stated that with
that recommendation Staff could do a work up before the Council meeting, adding he does not
want to sit through several more hours of review by having it come back to the Commission
again.

Chairperson Nixt asked if the Staff's primary concerns were the road widths. He asked if Staff
could live with the 16 foot one-way, and 26 feet private roads rather than 24 feet. He stated he
knows there are other 24-foot road widths in Ramsey in some of the old neighborhoods, as he
lives on one.

Planning Commission/February 6, 2003
