Fire Chief Kapler indicated he had written a letter with his opinion because he did not believe he <br />could make the meeting, but he rearranged his schedule because he feels very strongly about this <br />subject. He indicated he does not believe City Staff has an answer yet. He indicated they went to <br />Stillwater, which answered some questions, but raised others. He stated that he feels Staff will <br />be able to work out the issues, but they need some time. He indicated the plan changed yet <br />today, and research needs to be done from a public safety standpoint. He indicated he will <br />commit to come back with answers but Staff is asking for some time. <br /> <br />Commissioner Johnson asked what his concerns were about. <br /> <br />Fire Chief Kapler stated the road width was his main concern. He thinks that 24 feet with <br />parking on one side is too small. <br /> <br />Chairperson Nixt asked if the Commission said 24 feet wide with no parking, or 26 feet with <br />parking on one side, the Fire Chief would be okay. <br /> <br />Fire Chief Kapler indicated he would not, as there is still a maneuvering concern. <br /> <br />Commissioner Johnson asked if there was any reason that Staff could not resolve their issues <br />between now and the City Council meeting and have answers. <br /> <br />Fire Chief Kapler stated that was his commitment to the Commission. <br /> <br />Commissioner Brauer asked if the Fire Chief had a recommendation for width. <br /> <br />Fire Chief Kapler proposed 28 feet. <br /> <br />Commissioner Johnson clarified with parking on one side. <br /> <br />Fire Chief Kapler indicated that was correct. <br /> <br />City Administrator Norman stated that what it boils down to is road width, and they do not want <br />to hold it up. He indicated if the Commission made a recommendation with contingency, Staff <br />could live with that. <br /> <br />Principal Planner Trudgeon indicated the Commission may want to look at paragraph 21 of the <br />Resolution, which states the use of narrower constructed street widths is acceptable. <br /> <br />Chairperson Nixt indicated that if you go back to the ordinance, it says you can deviate and get <br />relief. He questioned the use of the word required, indicating it should probably say 'setbacks <br />required if not a PUD'. He indicated he wanted it clear the Commission was not establishing a <br />standard for property yet to be developed in this geographical area. <br /> <br />Commissioner Johnson stated that in an attempt to move this along, he thinks it is a good <br />development and recommends they move on it. <br /> <br />Planning Commission/February 6, 2003 <br /> Page 18 of 26 <br /> <br /> <br />
