Chairperson Nixt stated that when he says substantial change he means in the look, but he still <br />feels the PUD is okay. He indicated the subdivision will work, it is just not ready to go to <br />Council. <br /> <br />Commissioner Johnson stated that if the Commission denies, it will go to Council, who can do <br />what they want, and the Planning Commission loses all of their rights to make recommendations. <br />He indicated if the Planning Commission wants a voice, they need to make a recommendation <br />and send it on. <br /> <br />The motion was continued with these added contingencies: <br /> · Street width broadened to 28 feet for public roads with parking on one side; 24 feet <br /> for private roads with no parking; 20 feet on either side of the median; and 20 feet for <br /> private one way roads with no parking. If these widths are negotiated with City Staff <br /> prior to going to Council, the Commission would agree. <br /> · The trail in the southwest corner be eliminated. <br /> <br />Commissioner Reeve asked if there was anywhere 'else to put the ponds then by the existing <br />development. <br /> <br />Mr. Kangas stated they put the pond in the lowest point. <br /> <br />Mr. Harrison indicated everything was designed to drain to the south pond, with some to the <br />north and minimal to the east. <br /> <br />Chairperson Nixt noted there are a lot of contour lines by the pond. He recommends a trail be <br />put along there, noting it must be at least 30 feet from the property line. <br /> <br />City Engineer Jankowski advised that the edge of the pond was even with the west end of the <br />third lot (Lot 5), and the rest is sloping. <br /> <br />Chairperson Nixt clarified that it is 60 feet from the back of the property line. <br /> <br />Commissioner Reeve asked if the City required that the ponds be fenced. <br /> <br />City Engineer Jankowski indicated they did not, but stated it was designed with gradual sloping <br />and a bench in the water line. He stated that if left to grow naturally, it will grow cattails. He <br />stated the developers had talked about putting a fountain in the larger pond. <br /> <br />Commissioner Reeve indicated a fountain would answer the mosquito question as well. <br /> <br />The motion was continued with these added contingencies: · Aeration will be required in the large drainage pond <br /> · Recommend that 146th not be connected <br /> <br />Planning Commission/February 6, 2003 <br /> Page 21 of 26 <br /> <br /> <br />
