<br /> <br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #14-03-042 <br /> <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0923 RELATING TO A REQUEST <br />FROM BETH EDWARDS TO CONDUCT BEE KEEPING ACTIVITIES AT THE <br />PROPERTY LOCATED AT 16101 TURNBERRY TURN NW. <br /> <br /> <br /> WHEREAS, <br /> Elizabeth Edwards, hereinafter referred to as the “Applicant,” has properly <br />applied for a Conditional Use Permit to conduct bee keeping activities on the property generally <br />known as 16101 Turnberry Turn NW and legally described as follows: <br /> <br />Lot 15, Block 1, Northfork Highlands Addition, Anoka County, Minnesota <br /> <br /> (“Subject Property”) <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to <br />the request are determined to be as follows: <br /> <br /> <br /> <br />1.That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 117-51 of the Ramsey City Code on March 6, 2014, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br /> <br /> <br />2.That the Subject Property is zoned PUD (Planned Unit Development). Surrounding <br />properties are also zoned PUD (Planned Unit Development). <br /> <br /> <br />3.That the property east of the Subject Property is part of the Links at Northfork Golf Course. <br /> <br /> <br />4.That the Subject Property is approximately 1.51 acres in size. <br /> <br /> <br />5.That bee keeping is identified as a conditional use in City Code Section 10-1 (Keeping of <br />Certain Animals, Livestock, and Poultry). <br /> <br /> <br />6.That on February 10, 2014, the Applicant submitted an application requesting a conditional <br />use permit to conduct bee keeping on the Subject Property. <br /> <br /> <br />7.That the Applicant and her husband, David Edwards, own and reside at the Subject <br />Property. <br /> <br /> <br />8.That the Applicant will maintain one (1) honeybee colony on the Subject Property initially <br />and if it successfully overwinters, it will be divided into two (2) colonies in 2015. <br /> <br /> <br />9.That each hive would be approximately eight (8) cubic feet in volume (17” x 22” x 36”). <br /> <br /> <br />10.That there is a drainage and utility easement across the eastern most fifty-five (55) feet of <br />the Subject Property. <br /> <br /> <br />
