5. APPROVE AGENDA <br />Motion by Councilmember Riley, seconded by Councilmember Backous, to approve the agenda <br />as presented. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Backous, Johns, <br />Kuzma, LeTourneau, and Tossey. Voting No: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Approve Request for Proposals for Permitting, Geotechnical Engineering and Final <br />Design Services — Mississippi Skyway <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation to approve of the Request for Proposals (RFP) as amended to include <br />instructions to break out the major category deliverables by cost. In this way, the. City can <br />identify tasks that are critical to the Transit Orientated Development (TOD) grant's intent and <br />assemble the best palate of those deliverables that are in the City's best interest should all <br />qualified proposers exceed the available $100,000. <br />Parks and Assistant Public Works Superintendent Riverblood answered questions of the Council, <br />indicating he does not anticipate interference between the skyway project and Highway 10 <br />interchange project. <br />Councilmember Tossey stated the City is lobbying hard for a Highway 10 overpass and his <br />position is that sidewalks along the overpass would be the best method to move pedestrians and <br />bicycles across the bridge. He stated he does not think a skyway makes fiscal sense, even if <br />federally funded. Councilmember Tossey stated Ramsey is known for its XXX bookstore and <br />having a parking ramp in the middle of a field and he fears this skyway, for a time, will become <br />another. item "in the middle of a field." <br />Parks and Assistant Public Works Superintendent Riverblood voiced support for a skyway based <br />on increased density and buildouts and additional utility. With respect to sidewalks along <br />County Roads, staff will conduct an alternative analysis and established precedent relating to <br />how well they are used. He explained a covered skyway is being proposed to address snow <br />removal and wind screening may be an option but the scope of work will be part of the RFP as <br />well as the appropriate width. <br />Councilmember Backous left the Council Chambers at 7:23 p.m. <br />The Council discussed the option of using the Armstrong overpass to move pedestrians and <br />bicycle traffic and a willingness was voiced to further the skyway option to determine what is <br />City Council / March 11, 2014 <br />Page 4 of 7 <br />
