question of reversing the City Council's decision on the ballot. He stated an attorney for the <br />child care center spoke at the City Council meeting and it is unclear whether they will seek an <br />injunction, adding that staff believes the City is on solid ground, has addressed all concerns, and <br />the courts would not use comments from the City Council meeting to overturn the decision. <br />Economic Development Manager LaFrance stated it will be important for the EDA and staff to <br />work with the child care center and Total Defense and show support for the businesses. He felt <br />there might be opportunities for the two parties to work together, e.g., parents using the indoor <br />range could use the child care center on a drop -in basis. <br />Chairperson Steffen stated it appears Total Defense wants to use both the east and west entrances <br />of the building and felt it would be better if Total Defense did not use the west entrance. <br />Development Services Manager Gladhill stated that staff would review this with Total Defense, <br />adding that Total Defense has been flexible in working through various requests. <br />Future Business Park <br />Economic Development Manager LaFrance advised that staff recently met with Mr. Pearson who <br />indicated his preference to have a residential component attached to the northern one -third of his <br />property, adding that staff will meet with Mr. Hageman in the near future. <br />Development Services Manager Gladhill asked if the EDA would be comfortable with the City <br />taking the lead on a Comprehensive Plan amendment for the Pearson and Hageman properties <br />focusing on the residential component. <br />Member Riley asked about the status of the single family home on the property. <br />Development Services Manager Gladhill advised that the single family property owner does not <br />intend to sell the property in the near term, adding that during the Legacy Christian Academy <br />discussion, there was some indication they might be interested in selling the property. He added <br />that Mr. Hageman might be interested in purchasing the property. <br />Member Riley requested that staff provide comparative information regarding residential values <br />versus industrial values for this site similar to what was prepared for the Old Municipal Center <br />site. <br />Economic Development Manager LaFrance agreed to provide this information and asked if the <br />EDA was comfortable having staff further define Mr. Pearson's and Mr. Hageman's preferences <br />and bring the matter to the Planning Commission. <br />Chairperson Steffen replied in the affirmative. <br />Member LeTourneau stated he would like to know more about Mr. Pearson's rationale for <br />including residential and agreed that an analysis of residential versus industrial would be helpful. <br />He felt it would be important to understand if the City will meet its needs or find itself looking <br />for another industrial park site if it turns out this site is not the most desirable because of the <br />residential component. <br />Economic Development Authority/February 13, 2014 <br />Page 4 of 7 <br />
