Councilmember Riley introduced the following resolution and moved for its adoption: <br />RESOLUTION #14 -03 -045 <br />A RESOLUTION APPROVING THE ISSUANCE OF A HOME OCCUPATION PERMIT TO <br />OPERATE A GUNSMITHING BUSINESS ON THE PROPERTY LOCATED AT 15531 <br />ZIRCONIUM ST NW BASED ON FINDINGS OF FACT #0924 AND DECLARING TERMS OF <br />PERMIT <br />WHEREAS, the Planning Commission met on March 6, 2014, conducted a public hearing and <br />recommended City Council approve the request; and <br />WHEREAS, the Ramsey City Council adopted Resolution #14 -03 -044 adopting Findings of Fact <br />#0924 for this use and herein approves the Home Occupation Permit. <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />On March 25, 2014, a Home Occupation Permit (the "Permit ") was issued by the City of Ramsey (the <br />"City") to Russell Beech (the "Permittee ") to operate a gunsmithing business on the property generally <br />known as 15531 Zirconium St NW and legally described as follows: <br />Lot 17, Block 2, High Point Addition, Anoka County, Minnesota <br />1101 0II II III 0 1101 0II I0 II <br />Record ID 2883025 <br />2080953.006 <br />(the "Subject Property") <br />This Permit is issued pursuant to Sections 117 -51 and 117 -351 of the Ramsey City Code. The conditions <br />of this Permit are as follows: <br />1. That this resolution shall allow for a gunsmithing business (the "Home Occupation "), including <br />assembly, fabrication and sales of custom and catalog firearms and accessories, as well as firearms <br />transfers and repair, in the principal building and a portion of the attached garage on the Subject <br />Property. The Permittee shall be required to reserve at least 400 square feet of accessory structure <br />space for the purposes of the primary residential use. <br />2. That the Permittee shall reside in the dwelling unit of the Subject Property and is allowed up to <br />three (3) non - resident employees to work on the Subject Property. Notification must be given to <br />the City if the Permittee will utilize non - resident employees. <br />3. That the area devoted to the Home Occupation shall not exceed twenty percent (20 %) of the gross <br />floor area of the principal building on the Subject Property. <br />4. Hours of operation on the Subject Property are Monday through Friday between 8:00 a.m. and <br />6:00 p.m. and on Saturdays by appointment only. Any deviation from the normal weekday hours <br />shall be by appointment only. <br />5. That the number of vehicular traffic trips per day to the Subject Property resulting from the Home <br />Occupation may not exceed two (2) trips per hour per standard eight (8) hour business day or <br />sixteen (16) vehicle trips per twenty-four (24) hour period and vehicular traffic trips include <br />deliveries, customer, sub - contractor and employee trips. <br />
