Member Kiefer asked if the EDA should be purchasing signs for the City of Ramsey.

Ms. Wald noted she felt the EDA's focus should be cleaning up land, marketing and promoting
the City.

The EDA discussed the proposal from HKGi to prepare a master plan for the Rum River
Commercial Node. The EDA discussed the proposed cost to complete the plan and appropriate
funding mechanism.

Case #2: Town Center Promotion

Associate Planner Wald advised that it may be appropriate to utilize EDA funds to create a Town
Center promotional piece or informational brochure from the City's perspective. Staff contacted
the marketing firm for Town Center and asked for their insight into possibly completing a joint
brochure or promotional piece. They overall liked the idea and would like to discuss the most
appropriate and effective means to accomplish this joint piece. Ms. Wald noted that EDA
Member Gromberg would like to discuss Town Center promotional opportunities with the EDA.

Member Kurak suggested having a joint meeting with the Town Center LLC members.

Member Gromberg indicated this was a great step. He added that he felt there needs to be an
effort to market the Town Center and to find the role of the City within the Town Center. He
stated he would like to have a better understanding of what is going on with this development
and the funding information.

Member Kurak stated she has heard other comments that people feel they are on the outside
looking in. She indicated a joint meeting could be held between the Council and EDA to bring
everyone up to speed.

Ms. Wald noted there is a task force committee for Town Center that could be used as a source
of information. She also indicated she would try to include a monthly Town Center update.

Case #3: Staff Update

Housing Committee: Ms. Wald explained that the Housing Committee was currently working on
revising City Code's architectural standards in the R-2 Medium Density Residential District and
R-3 High Density Residential District. She noted exterior siding, color changes, balconies,
landscaping and other details were changed to bring up the level of townhomes that are brought
into the City. She noted the Housing Committee is meeting on Thursday, November 6, 2003 to
continue their discussions on appropriate standards for townhouses and multi-family complex's.

MN Report: Ms. Wald advised that the City purchased a two-thirds page advertorial in the
upcoming MN Report 2004. Staff has requested the services of a professional writer to complete
the 275 word promotional piece. Vicki Stavig, who wrote the Balancing Growth piece, will be
working with staff to complete an informative and professional promotional piece about Ramsey.

Economic Development Authority/November 12, 2003
Page 3 of 5
