�� Presentation <br />Assistant Community Development Director Trudgeon advised that the Ramsey City Council <br />approved several amendments to the 2001 Ramsey Comprehensive Plan in February, 2002. One <br />of the amendments changed the land use designation for properties that are located south of <br />Highway 10 from Places to Shop and Low Density Residential to Places :toVork At the May 1, <br />2003 Planning Commission meeting, City Staff brought forward the rezoning of theseaproperties <br />to the new Employment District in compliance with the adopted Comprehensive Plan. He <br />explained that at the May 1, 2003 Public Hearing, several residents of Rivlyn Avenue brought <br />forward their concerns regarding the zoning change of their property to an Employment Zoning <br />designation since among other things, it would make their single-family homes non - conforming <br />uses. He stated the Planning Commission tabled action to the June 5, 2003 Plannin <br />Commission meeting while staff re- notified the neighborhood about the pending action <br />indicated at the June meeting, the residents presented a petition opposing the rezoning and <br />requested that the City bring forward a Comprehensive Plan Amendment to change their single - <br />family homes back to the Low Density Residential designation. The Planning Commission <br />directed staff to forward the petition to the City Council and tabled action on the rezoning to E -1 <br />Employment District. <br />Assistant Community Development Director Trudgeon further advised the City Council <br />reviewed the citizen petition at their June 10, 2003 work session. After Aiscussion regarding the <br />subject, the City Council gave Staff direction ,to draft a comprehensive plan amendment to <br />change the residential properties from Places to Work to Low Density residential. He indicated <br />some of the reasons the City Council gave in favor ofchanging the designation back to Low <br />Density Residential was that there was not any pending plans to redevelop the neighborhood and <br />the fact that the Employment Zoning District designation will make the residential units non- <br />conforming uses and cause problems for residents with their mortgage companies. <br />Staff recommends approval of the Comprehensive. Plan Amendment to change the seven lots on <br />Rivlyn.Avenue from Places to Work to Low Density Residential. <br />Planning Commission/August 7, 2003 <br />Page 9 of 19 <br />Public Rearing <br />Margaret Deyore, 61 66 Rivlyn indicated this is a block and a half long, with children playing. <br />She asked what low density residential means. <br />Assistant Community Development Director Trudgeon stated low density allows for single- <br />family homes, up to three per acre. He indicated they would be zoned just like the rest of the <br />neighborhood. <br />Motion by Commissioner Brauer, seconded by Commissioner Shepherd to close the public <br />hearing at 8 :06 p.m. <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Brauer, Shepherd, <br />and Watson. Voting No: None. Absent: Chairperson Nixt, Commissioner Van Scoy. <br />Discussion <br />Chairperson Johnson asked what Lot 13 was on the map. <br />Assistant Community Development Director Trudgeon indicated it was Groslien's parking lot. <br />
