directed staff to forward the petition to the City Council and tabled action on the rezoning to E -1 <br />Employment District. <br />Assistant Community Development Director Trudgeon further advised the City Council reviewed <br />the citizen petition at their June 10, 2003 work session. After discussion regarding the subject, <br />the City Council gave Staff direction to draft a comprehensive plan amendment to change the <br />residential properties from Places to Work to Low Density residential. He indicated some of the <br />reasons the City Council gave in favor of changing the designation back to Low Density <br />Residential was that there was not any pending plans to redevelop the neighborhood and the fact <br />that the Employment Zoning District designation will make the residential units non - conforming <br />uses and cause problems for residents with their mortgage companies. <br />Staff recommends approval of the Comprehensive Plan Amendment to change the seven lots on <br />Rivlyn Avenue from Places to Work to Low Density Residential. <br />Public Hearing <br />Margaret DeVore, 6166 Rivlyn indicated this is a block and a half long, with children playing. <br />She asked what low density residential means. <br />Assistant Community Development Director Trudgeon stated low density allows for single - <br />family homes, up to three per acre. He indicated they would be zoned just like the rest of the <br />neighborhood. <br />Motion by Commissioner Brauer, seconded by Commissioner Shepherd to close the public <br />hearing at 8:06 p.m. <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Brauer, Shepherd, <br />and Watson. Voting No: None. Absent: Chairperson Nixt, Commissioner Van Scoy. <br />Discussion <br />Chairperson Johnson asked what Lot 13 was on the map. <br />Assistant Community Development Director Trudgeon indicated it was Groslien's parking lot. <br />Motion by Commissioner Watson, seconded by Commissioner Brauer to recommend that the <br />City Council adopt the resolution approving the land use change for properties located on Rivlyn <br />Avenue from Places to Work to Low Density Residential. <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Watson, Brauer, and <br />Shepherd. Voting No: None. Absent: Chairperson Nixt, Commissioner Van Scoy. <br />Assistant Community Development Director Trudgeon noted this will go to the City Council on <br />August 26, 2003. <br />Chairperson Johnson apologized to the residents involved for the inconvenience. <br />Planning Commission /August 7, 2003 <br />Page 10 of 19 <br />
