Discussion <br />Commissioner Brauer stated his question would be why they need condition 7 at all. <br />Associate Planner Geisler stated it was an attempt to compromise with his concerns and his <br />neighbors concerns. She indicated Staff thought it would provide leverage if the terms of the <br />conditional use permit were not met. <br />Commissioner Brauer indicated forcing him to not do something the City says he is allowed to <br />do is not right. <br />Commissioner Watson concurred. <br />Motion by Chairperson Johnson, seconded by Commissioner Brauer to recommend that City <br />Council adopt findings of fact relating to Michael St. Hilaire's request for a conditional use <br />permit to exceed accessory building size requirements on the property at 6251 169 Lane NW. <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Brauer, Shepherd, <br />and Watson. Voting No: None. Absent: Chairperson Nixt, Commissioner Van Scoy. <br />Motion by Chairperson Johnson, seconded by Commissioner Shepherd to recommend that City <br />Council approve Michael St. Hilaire's request to exceed accessory building size restrictions <br />based on the findings of fact, and adopt a resolution declaring terms of same, absent of the <br />condition preventing outside storage. <br />Motion carried. Voting Yes: Acting Chairperson Johnson, Commissioners Shepherd, Brauer, <br />and Watson. Voting No: None. Absent: Chairperson Nixt, Commissioner Van Scoy. <br />Case #4 Request for Comprehensive Plan Amendment; Case of City of Ramsey <br />Presentation <br />Assistant Community Development Director Trudgeon advised that the Ramsey City Council <br />approved several amendments to the 2001 Ramsey Comprehensive Plan in February, 2002. One <br />of the amendments changed the land use designation for properties that are located south of <br />Highway 10 from Places to Shop and Low Density Residential to Places to Work. At the May 1, <br />2003 Planning Commission meeting, City Staff brought forward the rezoning of these properties <br />to the new Employment District in compliance with the adopted Comprehensive Plan. He <br />explained that at the May 1, 2003 Public Hearing, several residents of Rivlyn Avenue brought <br />forward their concerns regarding the zoning change of their property to an Employment Zoning <br />designation since among other things, it would make their single - family homes non - conforming <br />uses. He stated the Planning Commission tabled action to the June 5, 2003 Planning <br />Commission meeting while staff re- notified the neighborhood about the pending action. He <br />indicated at the June meeting, the residents presented a petition opposing the rezoning and <br />requested that the City bring forward a Comprehensive Plan Amendment to change their single - <br />family homes back to the Low Density Residential designation.
