HRA (Immediately following Council — CC) <br />• Review Draft Purchase /Development Agreement between the City of Ramsey HRA and <br />CommonBond. Portions may be closed to the public per MN Stature 13D.05 Subd. 3. <br />• Development Manager Compensation for Development at North Commons <br />Council Update <br />Highway 10 & Armstrong Interchange Project. Legislative funding is still looking okay for <br />the project; however, the Senate Bonding Bill included only $8 million instead of the $10 million <br />allocated. As part of the negotiations, the "Bonding Bill" was broken -down into bonded projects <br />and cash projects. The Armstrong Interchange is proposed as a cash allocation. The House Bill <br />is still in Committee at $10 million. Mayor Strommen has written a letter requesting that the <br />Senate amount be restored to $10 million. Attached to the Weekly Update is a Letter from Mayor <br />Strommen regarding Hwy #10 and Armstrong Interchange to Senators Stumpf and Bakke. Any <br />differences in the House & Senate Bills will be resolved in Conference Committee (comprised of <br />House and Senate members). <br />Will Ramsey Get a New Zip Code? For the past two decades City Staff and elected officials <br />have routinely attempted to work with the U.S. Postal Service to secure an independent zip code <br />for the City of Ramsey. A new zip code requires a new U.S. Post Office. In 2013, City Staff made <br />yet another attempt at the new zip code challenge and fell short of success. At the time, U.S. Postal <br />Service officials reported an effort was being made to actually reduce the number of post offices <br />in the Twin Cities; and subsequently a reduction in zip codes. Recently, a very motivated and <br />passionate Ramsey resident has taken it upon herself to lead a new charge to secure a Ramey zip <br />code. This resident has periodically provided Staff with updates. Listed below is analytical <br />information collected by this resident and a summary of her interactions with the U.S. Post Office. <br />• At one point in time, Ramsey did have a post office (164 years ago by Lake Itasca). <br />• Ramsey has a larger population than most surrounding communities; all of whom have zip <br />codes. <br />• Ramsey has a significantly sized business community. <br />• Ramsey's growth outlook is much stronger than all surrounding communities. <br />• Ramsey has plenty of shovel -ready space in great locations, ready for a post office. <br />• At this point, the U.S. Post Office `Northland District Retail Specialist' based out of <br />Minneapolis is considering this request. He has indicated the required `analysis' for a new <br />post office in Ramsey will begin soon. This analysis is anticipated to be the first step in <br />the official process of securing a new zip code in Ramsey. Updates to come. <br />The Spring Recycling Day event was a huge success! The sun was out and so were a lot of <br />Ramsey residents. There were over 460 vehicles that came through the 4 -hour event, which <br />equates to servicing 115 vehicles per hour.
