Member LeToumeau requested confirmation that the $1,000 is currently in the professional
services budget.
Economic Development Manager LaFrance confirmed that the $1,000 is currently in the
professional services budget.
Motion carried. Voting Yes: Chairperson Steffen, Members Skaff, Hardin, LeTourneau, Riley,
and Williams. Voting No: None. Absent: Member Brunt.
4.02: Community Marketing Effort /Opportunity
Economic Development Manager LaFrance explained that staff has been working with CBRE
and Ehlers on a familiarization tour ( "fam tour ") as a tool to bring people into the community as
a way to familiarize them with the City and potential investment opportunities. He stated that
DEED is proposing a fam tour in the northwest metro where six to ten site selectors are brought
in to showcase the community alongside DEED, CBRE, Connexus, and others. He advised that
in order to participate in the fam tour, the City is required to be a member of Positively MN for
an annual membership fee of $600 and staff views this expense as reasonable, adding that other
benefits of joining Positively MN include access to their marketing materials and attending a
trade specific conference or trade show.
Member LeTourneau felt that Positively MN was probably a great program with a lot of
resources available but he wanted to make sure that the membership in Positively MN
represented an asset or resource that would make it easier for Mr. LaFrance to do his job versus
adding another thing that he would have to administer as part of his job and/or that would take
away from his other duties.
Economic Development Manager LaFrance felt that the membership fee was a reasonable
amount of money and would allow staff to lean on multiple parties to assist in gathering
materials to showcase the community and would be relatively hands -off for staff. He stated that
he felt his role in a fam tour would be facilitating the tour alongside Connexus.
Motion by Chairperson Steffen, seconded by Member Skaff, to participate in Positively MN
upon hearing final word that a familiarization tour is secured for the NW metro and Ramsey's
ability to directly showcase the community.
Motion carried. Voting Yes: Chairperson Steffen, Members Skaff, Hardin, LeTourneau, Riley,
and Williams. Voting No: None. Absent: Member Brunt.
4.03: Review Planning Commission Feedback on Sketch Plan for Parcel Owned by
Village Bank located at 6080 Highway 10 NW and Recommended Small Area
Planning Effort of Surrounding Area
Development Services Manager Gladhill presented a sketch plan for the Village Bank parcel at
6080 Highway 10 and requested input from the EDA about the role of the EDA in any future
land use planning exercises related to this parcel. He pointed out that the subject property is part
of the Highway 10 access planning study and includes some potential impacts with the Highway
Economic Development Authority /April 10, 2014
Page 3 of 6
