He discussed the options that <br />have been reviewed including a frontage road as shown on the map, adding that Lano is opposed <br />to a frontage road and prefers backage roads. He advised that the Planning Commission desires <br />to follow up after the Highway 10 study to look at specific land use types and what might be <br />appropriate once a frontage road comes into this area and stated that staff would like to have <br />EDA representation along with the Planning Commission on the Highway 10 study as well as the <br />specific land use planning exercise. He . stated that the Highway 10 study shows access onto <br />Tungsten Street with a new road heading east through Anoka and ending at a right in/right out <br />onto Highway 10. <br />Member Riley indicated that the above stated alternative, as shown in the highway 10 study <br />document, seems the most disruptive and would make the lot almost unusable and felt the <br />businesses would be better off with a frontage road in the front. <br />Member LeTourneau left the meeting at 8:16 a.m. <br />Development Services Manager Gladhill stated that the EPB reviewed this on Monday and <br />looked at the most appropriate land uses and it appears that the City is willing to work with some <br />balance of residential in the area. He indicated that the Highway 10 study will go back to the <br />local communities for adoption and it is anticipated that this process will be completed toward <br />the end of 2014. <br />It was the consensus of the EDA that the City take no action on any Comprehensive Plan <br />Amendment until the Highway 10 Access Planning Study is completed and until it is known <br />where the frontage road is going to be located. <br />4.04: EDA Draw Event Series Sponsorship <br />Economic Development Manager LaFrance advised that the HRA has dedicated funds to <br />sponsoring the August 7 Draw Summer Event and this provides an opportunity for the EDA to <br />promote a local business at this event and suggested that the EDA provide this sponsorship to a <br />retail/service business of the year and offer them the space at the event. He added there are no <br />dollars that need to be secured since the HRA has already dedicated funds to sponsor the event. <br />Member Riley indicated the EDA already has a Business of the Year program and felt it would <br />make more sense to follow that process for this sponsorship. <br />Chairperson Steffen agreed and felt that the EDA should only have one Business of the Year <br />program. <br />Motion by Member Riley, seconded by Member Hardin, to provide the $500 HRA sponsorship <br />to the Business of the Year chosen by the EDA. <br />Motion carried. Voting Yes: Chairperson Steffen, Members Riley, Hardin, Skaff, and Williams. <br />Voting No: None.
