P.W. CASE: <br /> <br />REQUEST FOR FUNCTIONAL CLASSIFICATION FOR COUNTY ROADS <br /> By: Brian E. Olson, Principal City Engineer <br /> <br />Background: <br /> <br />As a result of the Highway 10 Interregional Corridor Study, Anoka County has proposed <br />functional classification changes for certain roadways that are under their jurisdiction. <br />Generally, the functional classification changes that they are asking for comments on are <br />increasing mobility and changing the access priorities. The list of proposed changes are <br />included as well as a map that depicts the requested changes. <br /> <br />As a result of increased development in Ramsey and those communities to the north and <br />west, the need for a roadway system that can safely accommodate the additional traffic <br />becomes an increasing concern. A noka County feels that the requested changes t o the <br />functional classification o f these roadways w ill allow for t he u se o f federal funds a nd <br />increase the priority of County dollars when compared to the entire roadway system in <br />Anoka County. <br /> <br />The City of Ramsey has cooperatively worked with Anoka County over the years to <br />ensure the safety of the traveling public. Some examples have been the construction of <br />turn lanes on County Road 116, turn lanes on Armstrong Boulevard, and working on the <br />vision of County road 116 by working together to complete the County Road 116 study <br />discussed earlier this evening. <br /> <br />We received a memo from Anoka County on Friday afternoon that explains the reasons <br />for proposing this change and another that explains that the existing roadways already <br />meet the criteria for A-Minors as far as volume and cross-section. <br /> <br />Committee Action: <br /> <br />Motion to direct Staff to prepare a resolution in support of the proposed changes to the <br />functional classification requested by Anoka County that will be made available at the <br />City Council meeting with the Report for Public Works for ratification. <br /> <br />Reviewed by: <br />City Administrator <br />Public Works Director/Fire Chief <br /> <br />PW: 3/18/03 <br /> <br /> <br />
