Evaluation Criteria for Vacant and New Positions <br />1. Is the position essential? <br />Essential positions are those that provide core public health and safety services; <br />emergency and disaster assistance; and preservation of the essential elements of the <br />City's financial activities. <br />Yes, indirectly. This part-time confidential Administrative Assistant will work in the <br />Administrative Services Department as per the 3-year strategic plan and 2014 budget. It <br />will provide much needed clerical assistance allowing management personnel to focus <br />on imperative issues facing the city; issues such as compliance with Healthcare Reform, <br />OSHA compliance, updating and maintaining policy and procedures. With the support <br />of this position, the HR Manager will have a greater ability to focus on the following: <br />Effectively research and keep abreast of employment trends; monitor local, state and <br />federal legislation and regulations that impact human resources in the City; effectively <br />develop and manage programs and services including training; effectively maintain <br />compliance with employment laws including but not limited to, FLSA, FMLA, Minnesota <br />Parental Leave, COBRA, Minnesota Continuation and HIPAA; effectively administer <br />personnel policies, city's random drug and alcohol testing program and union <br />contracts; effectively submit injury reports, correspond with the League of Minnesota <br />Cities, injured employee, and maintenance of OSHA records; effectively keep up to date <br />on arbitration or grievance cases impacting the City's labor relations programs; and to <br />effectively administer labor contracts; provide timely updates to appropriate Leadership <br />Team members and City Council. With the support of this position, the City Clerk with <br />time sensitive/labor intensive City functions such as elections and business licensing. <br />Overall the position will provide cross functional utility to the department as a whole <br />and be a ready resource to serve in a back-up capacity for the department. <br />In summary, the primary objectives of this non -union position (as posted in the job <br />announcement) are to perform a variety of responsible and confidential administrative <br />support functions such as assisting Human Resources with internal and external <br />customer needs, employee recruitments, streamlining work processes, preparing reports, <br />assisting with workers' compensation functions, and employee benefits. This position <br />will also assist with posting City agendas, election processes, licensing processes, <br />records management processes, and reception functions. <br />Since 2010, the department has operated with just one person dedicated to handling the <br />HR functions. Because this confidential administrative assistant will have access to <br />nearly all of the HR files and data bases, better services will be provided to both <br />internal and external customers when the HR Manager is unavailable. <br />
