• Can the position be filled internally? No. An internal recruitment was <br />conducted; however, staff did not receive a qualified applicant, resulting <br />in the need for an external recruitment. <br />• What is the impact (i.e., to residents, business owners, employees, and/or <br />operations) if the position is not filled? If this position is not filled, the HR <br />and other administrative functions will continue to "get by"; however; <br />internal and external customers will see a delay if the HR Manager or <br />City Clerk is unavailable or other administrative staff are out of the office. <br />• Can the service provided be reduced, eliminated, or contracted out? No. <br />This position will require access to confidential data within the <br />Administrative Services Department. <br />• What is the budgetary impact if the position is not filled (e.g., additional <br />overtime/compensatory time off costs). The strategic plan is aimed at <br />providing quality, cost-effective, efficient government services and many <br />are contingent upon the support of this position. This position will <br />provide clerical support at a lower pay scale than other administrative <br />services staff members and create opportunities for other members to <br />better utilize their time and talents -- overall, if the position is not filled it <br />will result in reduced value to the City. <br />• What are the circumstances that warrant the creation of this new position? <br />To establish a more sustainable Administrative Services staffing level with <br />less risk, continuity of service, opportunity to streamline/improve work <br />processes, continue efforts on the Strategic Plan, and to focus on <br />remaining compliant with laws, policy, and procedures, etc. It is <br />necessary to fill this *newly created position in order to provide quality, <br />cost-effective, and efficient government services. *It should be noted, <br />although this position is new, even with this hire at a .62 FTE, the <br />department is still down by .88 FTEs (almost one fulltime employee). <br />3. What is the total annual cost of the position (e.g., salary, taxes, benefits, equipment, <br />etc.)? <br />This position, at 25 hours per week, is not eligible for health, dental, or life <br />insurance. The 2014 annual total expense, with a May 19th start date, is <br />approximately $18,135. <br />
