Development Services Manager Gladhill stated Lano Equipment likes the frontage along <br />Highway 10 on which they can advertise items for sale. The concern is that their display area <br />will be sandwiched between buildings and not as visible. <br />Chairperson Backous asked if Lano Equipment has adequate space or will be seeking additional <br />space. <br />Development Services Manager Gladhill stated staff considered that perhaps their existing site is <br />being maxed out and they have a need to grow. As a result, staff identified other locations within <br />Ramsey for Lano Equipment to expand and Lano Equipment is considering those locations. <br />Councilmember Riley stated if the Village Bank plat is approved, four lots may be a better <br />number than seven lots. <br />Development Services Manager Gladhill stated that is an excellent point, the City has the ability <br />to approve or not approve a Comprehensive Plan amendment and number of lots that is <br />appropriate. He stated the developer has indicated seven lots meet their financial needs; <br />however, the City needs to consider what is best for its residents. <br />Chairperson Backous stated Lano Equipment may be interested in additional space. <br />Development Services Manager Gladhill stated Lano Equipment may prefer frontage space. <br />Chairperson Backous noted the Lano Equipment trucks indicate it is located in Anoka rather than <br />Ramsey. <br />Development Services Manager Gladhill pointed out the border between Anoka and Ramsey and <br />indicated Anoka's land is zoned for higher density residential. <br />Chairperson Backous asked if Anoka will support the frontage road option. <br />Development Services Manager Gladhill displayed a map depicting the area and frontage road <br />alignment. He stated Anoka attended the meeting today and did not express any concern but it is <br />known that Anoka will want to maximize opportunities. He stated both the frontage and backage <br />road alignments will be included in the Highway 10 Access Planning Study. <br />Chairperson Backous noted staff had mentioned more property owners support the frontage road. <br />Development Services Manager Gladhill stated a stakeholder meeting was held and property <br />owners west of Tungsten Street prefer the frontage road alignment. He pointed out a tightly <br />clustered property use and explained how it resulted in the frontage/backage road discussion and <br />decision to hold a stakeholder meeting. <br />Councilmember Riley stated a cloverleaf design for the Diamond's site would result in an impact <br />to access. <br />Public Works Committee / April 15, 2014 <br />Page 3 of 12 <br />
