Regular Planning Commission <br />Meeting Date: 05/01/2014 <br />By: Tim Gladhill, Community Development <br />Information <br />5. 6. <br />Title: <br />Establish Guiding Principles and Framework for Preparation of Comprehensive Plan Amendment for Armstrong <br />West: Future Business Park <br />Purpose /Background: <br />The purpose of this case is to develop general guiding principles to assist Staff in preparing a Comprehensive Plan <br />Amendment to establish an area for a future business park. This document lays out the framework in which Staff <br />will prepare said amendment and list the deliverables that the Planning Commission can expect to be provided to <br />assist them in their role in reviewing the amendment. <br />This case is not an official amendment or public hearing. <br />Notification: <br />Notification is not required at this time. <br />Observations /Alternatives: <br />The Economic Development Authority (EDA) has established a work plan goal to look at opportunities for new <br />employment growth. The City's existing business parks lack the capacity for new development and redevelopment <br />to respond to the market demand and the City Council's strategic goals to sustainably grow the City's tax base <br />through new employment opportunities. <br />The EDA has narrowed a list of several areas to focus on the next business park for the community. The EDA has <br />identified an area west of Armstrong Boulevard along the Bunker Lake Boulevard extension near Puma Street. This <br />site will require an amendment to the City's Comprehensive Plan, changing existing commercial (retail) and <br />residential (medium and high density) to business park. The EDA desires to facilitate the private development of <br />this area and ensure that the City's future land use goals and Comprehensive Plan are consistent with a potential <br />future business park in this area. <br />The preliminary layout of a Future Land Use Map amendment is attached for review. The intent of this discussion <br />is to ensure that Staff has identified the appropriate overarching goals, conditions, and outcomes before detailed <br />analysis requiring additional time and resources are commenced. <br />Details of the proposed guiding principles are outlined in the attached document. <br />Funding Source: <br />This case is being handled as part of normal Staff duties in partnership with the EDA. It is anticipated that Staff will <br />need to supplement slightly with professional services to complete the final product both from a technical analysis <br />need as well as a workload need. <br />Recommendation: <br />Staff recommends that the Planning Commission adopt the guiding principles and framework for the Armstrong <br />West: Future Business Park Comprehensive Plan Amendment. <br />Action: <br />
