TITLE <br />PINE RIDGE DEVELOPMENT SKETCH PLAN <br />ESCROW # <br />114066 <br />DEPARTMENT: <br />Planning <br />TECHNICAL REVIEWER: <br />Name: Chris Anderson <br />Phone: 763 - 433 -9905 <br />Email: canderson(cr(ci.ramsey.mn.us <br />CITY OF RAMSEY LAND USE APPLICATION <br />TECHNICAL REVIEW FILE <br />We offer the following comments regarding your request for a Sketch Plan for the property located at 18045 <br />Nowthen Blvd NW. <br />General: The Sketch Plan results in seven (7) single family residential lots located at the northern boundary <br />of city limits on the east side of Nowthen Blvd. The purpose of the Sketch Plan is to review the general <br />layout of the proposed lots, streets /cul -de -sacs and overall use of the property and provide general feedback <br />to the applicant prior to submittal of a preliminary plat. <br />Land Use and Zoning: The site is guided Rural Developing on the Comprehensive Plan and is located in <br />the R -1 Residential (Rural Developing) District (City Code Section 117 -111) on the Official Zoning Map. <br />The proposed use (single family homes) complies with both the Future Land Use map and the current <br />zoning designation. <br />Bulk Standard Requirements (City Code Section 117 -111) <br />Setbacks: <br />Re s uired <br />Front ard: 40 feet <br />Side ard- Habitable: 10 feet <br />Side ard- Uninhabitable: 10 feet <br />Rear ard: 40 feet <br />Major /Minor Arterial Road (Nowthen Blvd): 60 <br />feet from ri • ht of wa centerline i lus 40 feet <br />Minimum Lot Size: 2.5 acres <br />Minimum Lot Width: 200 feet <br />40 feet Ai <br />l0 feet <br />10 feet <br />40 feet <br />60 feet from right of way centerline plus 40 feet <br />Range: 2.5 acres to approximately 27 acres <br />Varies — but Lots 3 & 4 are deficient (100 feet) NI <br />Note: Two (2) proposed lots, as shown, are deficient in minimum lot width requirement, necessitating the need for a Variance <br />Sketch Plan: The Sketch Plan creates seven (7) single family residential lots that would be located <br />immediately east of Nowthen Blvd just south of County Road 64. The proposed lots generally meet the R- <br />1 Residential (Rural Developing) zoning requirements in terms of lot size and width. However, Lots 3 & <br />4 are proposed to only have 100 feet of lot width at the building setback line, which is deficient of the <br />minimum required 200 feet. It appears that building pads on all lots would be able to meet all setbacks with <br />the proper floor plan (to be verified on Preliminary Plat). A variance to lot width standards for Lots 3 & 4 <br />will be necessary with this configuration and can be processed concurrently with the Preliminary Plat. <br />Utilities: All lots will be served by individual, on -site sewer systems and private wells.
