Review File: Sketch Plan Review (Davis Addition) <br />18045 Nowthen Blvd NW <br />Page 2 of 5 <br />should be conducted and supplied with the Preliminary Plat submittal to verify that there are adequate <br />soils to support individual septic systems (this information will also be beneficial for road design purposes <br />as well). <br />Streets: The Sketch Plan indicates a new cul- <br />de -sac would be constructed off of CSAH 5 <br />(Nowthen Blvd) to serve Lots 1 -6 (Lot 7 would <br />utilize an existing access that served an old <br />farmstead). The proposed cul -de -sac appears to <br />comply with the maximum allowable length of <br />600 feet as outlined in City Code Section 117- <br />614 Subd. (c)(3). The proposed right -of -way <br />appears to meet the minimum standard of sixty - <br />six (66) feet in width with a radius of sixty -five <br />(65) feet on the cul -de -sac bulb. <br />Wetlands: There is a large wetland area along <br />the eastern portion of the Sketch Plan as well as <br />a small wetland near the northern boundary of <br />the Sketch Plan. These wetlands fall under the <br />jurisdiction of the Lower Rum River Water Management Organization (LRRWMO). You will need to <br />submit a separate permit application to the LRRWMO for review and approval. A wetland delineation will <br />also be required to identify the wetland boundaries and to determine if any additional wetlands exist on the <br />property. <br />Stormwater Management: The first one (1) inch of rainfall must be infiltrated on site. The Preliminary <br />Plat submittal will need to address stormwater management for the entire site. <br />Drainage and Utility Easements: All lots shall have a minimum of a ten (10) foot drainage and utility <br />easement adjacent to all road right -of -way and unplatted areas and five (5) feet along all common property <br />lines being platted. All wetlands will also need to be encumbered with drainage and utility easements. <br />Drainage and utility easements shall be shown on the Preliminary Plat. <br />Landscaping: Two trees per dwelling unit are required. Deciduous trees shall be a minimum of one (1) <br />inch caliper and evergreen trees shall be at least five (5) feet in height. A Landscape Plan shall be prepared <br />and submitted with the Preliminary Plat application and the plan shall include: <br />• A planting schedule that identifies the common and scientific name, root stock and quantity for <br />each proposed species. <br />• A planting detail must be included with the landscape plan (another option is to incorporate the <br />City's tree planting detail). At a minimum, it should state: <br />o Planting depth shall be such that the P set of primary roots is at finished grade <br />o Only prune out dead/broken /deformed branches at time of installation <br />o Removal of upper portion of wire basket and burlap after being placed in planting hole if <br />using B & B stock. <br />o 2 -4 inches ofwood chip mulch shall be included around all trees. Mulch shall not be piled <br />against the trunk of trees. <br />Tree Preservation: At least forty percent (40 %) of the inches of existing significant tree DBH must be <br />preserved on the overall site. A detailed tree inventory, prepared by an ISA Certified Arborist or SAF <br />
