City of Ramsey 2030 Comprehensive Plan <br />Appendix A: Community Background <br />To better manage future growth and development, several additional land use categories were identified <br />during the 2020 comprehensive planning process. Future land use categories, as defined in the 2020 <br />Comprehensive Plan, are discussed below. <br />• Places to Live (Residential): This category includes several different types of residential <br />uses, which vary by density, housing types, styles, and price ranges. <br />o Permanent Rural: These areas are not served by urban sewer and water. Permanent rural <br />areas may include: <br />• Rural Preserve: Consistent with the Metropolitan Council's definition of <br />Permanent Rural, this area is intended to remain rural, without urban services. <br />Future development is limited to a gross density of no more than 1 unit per 10 <br />acres. <br />• Central Rural Reserve: Densities for this area are not established in the <br />Comprehensive Plan. <br />• Rural Developing: The 2020 Comprehensive Plan states that given existing <br />densities in this area of 1 unit per 2.5 acres, extension of urban services is not <br />practical or financially feasible. Metropolitan Council Policy would suggest a <br />gross density consistent with the Rural Preserve area of 1 unit per 10 acres, <br />however this is not feasible due to the established historical development pattern. <br />Therefore, future development is limited to a gross density of 1 unit per 2.5 acres. <br />o Urban Residential: Urban residential areas are located within MUSA, and maybe be Low <br />Density, Medium Density (lower density multi -family housing), or High Density (multi- <br />family housing). <br />• Places to Work: Places to work include office and industrial areas. <br />• Places to Shop: Places to shop may include a range of neighborhood and community <br />commercial/retail areas. <br />• Mixed Use: Mixed use may include a combination of residential, commercial, light <br />industrial, open space, and a transit hub. <br />• Parks, Trails and Open Space: This category includes the City park and trail system, golf <br />courses, regional parks, wetlands and the greenway. <br />• Public/Quasi-Public: This category includes city offices, public works, churches, schools, <br />other non-profit or government facilities, and right-of-way. <br />As shown in Figure 3-27, several land uses changes were proposed for 2020. The most significant change <br />was the large mixed use area located along Highway 10. This mixed used area will contain the Ramsey <br />Town Center area and a potential stop on the North Star Commuter Rail Corridor. The Town Center is <br />intended to provide a space for the community to gather, and was designed to promote a sense of <br />community identity and downtown atmosphere. The Town Center will include a mix of uses, including <br />the following: <br />• Civic places for community gatherings: parks, community centers, libraries or museums, etc. <br />• Commercial/retail places for everyday shopping: restaurant, grocery store, or hair salon, etc. <br />• Professional Offices for residents to work and take care of everyday business: real estate, <br />banking, legal services, and a local post office, etc. <br />• High-density residential housing, including a mix of owner and renter occupied units <br />City of Ramsey 2030 Comprehensive Plan Appendix A-41 <br />
