City of Ramsey 2030 Comprehensive Plan
Appendix A: Community Background
The mix of uses, combined with higher density development, complements the site's proximity to the
Northstar Commuter Rail Corridor, and in 2000 the Metropolitan Council awarded the City of Ramsey a
grant to work with the community to plan the Town Center as a mixed-use transit -oriented development.
A master plan was created for the area based on input received at these community meetings.
A large area of multi -family housing was also proposed just west of the Town Center Mixed Use area
along Highway 10. The future land use map also shows expansion of the industrial area located along
Highway 10. The Rural Preserve area is located at the far north end of the City, while the area between
the rural preserve and the MUSA line is identified as Rural Developing. The Central Rural Preserve area
is located in the center of Ramsey, just north of the MUSA line.
The future land use acreages and inventory are presented in Table 3-13. It appears that large lot single
family housing will continue to be a predominant land use in the City, with Rural Developing accounting
for 38.2 percent of total land use. Low Density Residential, which is planned for areas served by sewer,
will account for 13.6 percent of total land use. Parks, Trails, and Open Space will account for 12 percent
of the total land in the City.
Table 3-13: 2020 Comprehensive Plan Land Use
Land Use Category
Gross Acreage
Net Acreage
% of City
Central Rural Reserve
986.76
863.01
5.2%
High Density Residential
100.96
90.60
0.5%
Low Density Residential
2,604.54
2,248.63
13.6%
Medium Density Residential
429.61
389.57
2.2%
Mixed Use
379.23
354.11
2.0%
Park
2,292.26
1,532.48
12.0%
Places to Shop
329.00
319.12
1.7%
Places to Work
633.30
612.78
3.3%
Public/Quasi-Public
140.03
113.73
0.7%
Rural Developing
7,298.48
5,772.32
38.2%
Rural Preserve
1,322.00
782.08
6.9%
Water
568.24
568.24
3.0%
Wetland
-
3,437.74
-
Right -of -Way
2,043.76
2,043.76
10.7%
Total City
19,128.16
19,128.16
100.0%
City of Ramsey 2030 Comprehensive Plan Appendix A-42
