City of Ramsey 2030 Comprehensive Plan <br />Appendix A: Community Background <br />Transportation <br />The Transportation Plan is a guide for the City so that the transportation system meets the needs of <br />residents and businesses as the community grows and develops. The primary transportation system is the <br />road network, but other important elements of the system include aviation and transit. <br />This existing information will be used as a starting point for the transportation element of the 2030 <br />Comprehensive Plan. <br />Roadway System <br />Figure 3-30 identifies roadways in the City of Ramsey and their "functional classification." These <br />roadways are under the jurisdiction of different levels of government, including the State of Minnesota, <br />Anoka County and the City of Ramsey. Limited access roadways that carry larger volumes of traffic at <br />higher speeds tend to be under the jurisdiction of the State of Minnesota (e.g., Interstates, U.S. Highways, <br />and State Trunk Highways). Roads that carry mostly local traffic are under the jurisdiction and are the <br />responsibility of the City. Anoka County has jurisdiction of roads that carry intermediate levels of traffic <br />and which provide connections among communities in the County. County roadways include those that <br />receive direct aid from the State of Minnesota, which are called County State Aid Highways (CSAHs), <br />and general County Roads. Roadways in the City are described by their functional classifications in the <br />sections that follow. <br />Over the next several years the following street improvement projects are anticipated. <br />Annual Street Maintenance Program <br />Regular scheduled maintenance preserves the significant investment the City has in its <br />pavements by maximizing pavement life and minimizing emergency repairs. Each paved street <br />within the City is scheduled to receive preventative maintenance on a regularly scheduled basis <br />(schedule listed as an appendix to the Capital Improvement Program report). <br />County Road #116/Bunker Lake Boulevard (Dysprosium St. to CR #57) <br />County Road #116 is a major east/west transportation link across Anoka County that completely <br />bisects the City of Ramsey. It provides access to the City's industrial land use base which <br />includes Business Park 95, the AEC Energy Park, the future areas south of the landfill and also <br />to Ramsey Town Center. Resulting from the County Road #116 Study, are improvements that <br />extend a four -lane divided median section from Dysprosium/Thurston Street to County Road <br />#57. Included in this project is the anticipated signalization of County Road #57, County Road <br />#116 and an existing trail. <br />McKinley Street <br />In an effort to alleviate traffic congestion on Trunk Highway 10, this project will provide an <br />alternate route for internal traffic, particularly truck traffic. It will complete the connection of <br />streets between Sunfish Lake Boulevard and Ramsey Boulevard along McKinley Street. The <br />scope of work includes the street and storm sewer work, and project costs also include right-of- <br />way acquisition. <br />City of Ramsey 2030 Comprehensive Plan Appendix A-47 <br />
