City of Ramsey 2030 Comprehensive Plan <br />Appendix A: Community Background <br />Now & Then Estates Street Reconstruction <br />The pavement design in the Now & Then Estates Subdivision was constructed in 1988 using the <br />standard City section at the time. It exhibited early signs of failure, resulting from the seams of <br />heavy clay that run through the subdivision, which demand a more substantial street section. This <br />project involves the reconstruction of Garnet Avenue and 168th Avenue within the Subdivision. <br />Ramsey Town Center (RTC) Phase 2 Streets <br />The installation of streets to serve Phase II development in RTC will coincide with the City - <br />installed storm sewer and watermain for RTC Phase II. City improvements consist of storm <br />sewer, sanitary sewer, watermain, and Well #8 and Water Tower Sections. <br />Ramsey Town Center Armstrong Boulevard (Bunker Lake Blvd. to Hwy 10) <br />This project will upgrade Armstrong Boulevard between Bunker Lake Boulevard and Highway <br />10, as well as their corresponding intersections, to better handle the increased traffic resulting <br />from the construction of Ramsey Town Center. Upgrades also include signal improvements at <br />the intersections with Sunwood Drive and Bunker Lake Boulevard. <br />RTC Bunker Lake Boulevard (Armstrong to Ramsey Blvd.) <br />This project upgrades Bunker Lake Boulevard between Armstrong and Ramsey Boulevards, as <br />necessitated by the increased traffic from the development of Ramsey Town Center. <br />Improvements also include traffic signals at Rhinestone Street, Town Center Drive and Zeolite <br />Street adjacent to RTC. Offsite improvements include a traffic signal at Sunfish Lake Boulevard. <br />Ramsey Trunk Highway 10 <br />The segment of Trunk Highway 10 located within the City of Ramsey has been identified as <br />needing improvements in the TH 10 Corridor Management Plan. As a result of collaboration <br />between the Minnesota Department of Transportation (Mn/DOT), the City of Ramsey, and <br />Anoka County, the Official Map has been prepared in a step to preserve the TH 10 corridor in <br />anticipation of the recommended improvements. Even though Mn/DOT cannot commit entirely <br />to implementing the improvements the preparation of the Official Map demonstrates their intent <br />to move forward with the project study and development, as well as supporting the preservation <br />of future right-of-way. <br />Ramsey Town Center Highway 10 Sunfish Lake Boulevard <br />The construction of Ramsey Town Center will increase traffic on Highway 10, which is already <br />at capacity. This project will address the added capacity through regional roadway improvements <br />associated with Ramsey Town Center. Upgrades include a pedestrian bridge over Highway 10, <br />signal upgrades at Sunfish Lake and Armstrong Boulevard, and adding a second east -bound to <br />north -bound turn lanes from Highway 10 onto Armstrong Boulevard. <br />South Highway 10 Frontage Road <br />Highway 10 has been identified as a candidate for conversion to freeway standards, along with <br />the goal to provide alternate access in the Highway Corridor Plan. Additionally, the storm sewer <br />runoff from this area directly discharges into the Mississippi River with no treatment. This <br />City of Ramsey 2030 Comprehensive Plan Appendix A-48 <br />
