City of Ramsey 2030 Comprehensive Plan <br />Appendix A: Community Background <br />Principal Arterials <br />The metropolitan highway system is made up of roads called "principal arterials." They include all <br />interstate freeways and other major roadways that provide long distance connections within the <br />metropolitan area. Connections with other roadways are limited to other principal arterials and to a <br />minimal number of other roads. Intersections or interchanges are generally spaced between three and six <br />miles in developing areas and between six and twelve miles in rural or agricultural areas. The City of <br />Ramsey does not contain any principal arterials, but Interstate 94 to the south of Ramsey serves an <br />important transportation function for the City. <br />Minor Arterials <br />"Minor arterials" are roadways that generally provide mobility for shorter distances than principal <br />arterials, providing interconnection between other arterial roadways and between regional business <br />concentrations. They often supplement principal arterials. The spacing of interconnections generally <br />occur between one and two miles. <br />Highways 10 and 169 are combined in Ramsey, and run near the southern border of the City from west to <br />east. These highways serve as a major transportation corridor for the City, as well as cities west of <br />Ramsey. Improvements are planned for sections of Highway 10 in Ramsey, and are summarized in the <br />previous section. <br />Collectors <br />"Collectors" are roadways that are designed to serve shorter trips. Their function is to collect and <br />distribute automobile traffic from neighborhoods and commercial/industrial areas onto the arterial <br />roadway system. These roads are designed to provide access as much as mobility. <br />Local Streets <br />All other roadways in the City are under the jurisdiction of the City of Ramsey and are classified as local <br />streets. Local streets primarily provide connection with individual properties rather than long distance or <br />direct travel; and speed limits are kept low to ensure safety. Most residential streets are local. The initial <br />construction of local streets is the responsibility of those who develop the land. <br />Transit and Park and Ride Facilities <br />The City of Ramsey is currently outside of the Metropolitan Transit Taxing District, and fixed route <br />transit service in the community is limited. Limited peak hour transit service to downtown Minneapolis is <br />provided on weekdays by the City of Ramsey Star Express. The bus drops off and picks up riders in <br />Ramsey from the Ramsey Municipal Parking Ramp at 7650 Sunwood Drive. <br />The Metropolitan Council has identified Ramsey as an area of potential transit service expansion in its <br />Transportation Policy Plan. The City of Ramsey is located along the Northstar Commuter Rail on <br />Highway 10, which is projected to begin operations in 2009. A park-and-ride facility is planned in <br />Ramsey along the Northstar Commuter Rail Line. <br />City of Ramsey 2030 Comprehensive Plan Appendix A-51 <br />
