D. DRINKING WATER QUALITY STANDARDS AND GOALS <br />Numerous Federal and State regulations regulate drinking water quality. In addition, the <br />finished drinking water quality must meet local expectations for taste, odor, hardness, and <br />general quality. <br />Through the passage of the Safe Drinking Water Act (SDWA) in 1974, the U.S. Congress <br />authorized the United States Environmental Protection Agency (EPA) to establish drinking water <br />regulations that apply to all public water systems in the United States. State governments, <br />through their health departments and environmental agencies, are responsible for implementation <br />and enforcement of the act's provisions. <br />The major components of the SDWA of interest to the City of Ramsey are as follows: <br />• National Primary Drinking Water Regulations (NPDWRs) <br />• Radionuclides Rule (except radon) <br />• Radon Rule <br />• Disinfection/Disinfection By -Products Rules (D/DBP) <br />• Total Coliform Rule <br />• Groundwater Rules <br />• Drinking Water Contaminant Candidate List (DWCCL) <br />Water provided by the Ramsey water supply system has levels in excess of the <br />recommended levels for iron and manganese. <br />E. WATER SUPPLY AND TREATMENT <br />1. Ground Water Sources <br />As discussed in previous sections, the City currently obtains drinking water from <br />the Ironton -Galesville aquifer system. This system is utilized extensively by <br />surrounding communities. Minnesota Department of Natural Resources staff is <br />currently exploring ways to manage this resource in the region, and have <br />requested that Ramsey look into alternate water sources, specifically surface water <br />sources. <br />As noted in previous sections, Ramsey will require up to 10 new wells to meet the <br />water demand in the next 10 years.
