E. METERING <br />The City estimates that nearly 100 percent of the residential, commercial, and industrial <br />users in the City are metered. As stated above, the City has adopted a program in which they <br />replace meters to alleviate problems with meters that are old and not registering properly. It is <br />recommended that the City continue this program as a water conservation effort, and to also <br />continue to check larger meters and replace them as needed. <br />F. CONSERVATION ORIENTED WATER RATES <br />The current rate structure for the City of Ramsey's water system is uniform rate structure <br />as follows: <br />The volume charge for each user shall be determined by the number of gallons used as <br />follows: <br />All usage shall be billed at $1.61 per 1,000 gallons. <br />The City currently does not plan to change their water utility rate structure in the <br />near future. <br />G. REGULATION <br />The City of Ramsey plans to adopt an ordinance that will give the City the right to limit <br />water usage by any of its customers at any time. This may be necessary during a water <br />emergency to allocate water to high priority users. <br />H. PRESSURE REDUCTION <br />Pressure reduction can be used as a tool to make customers save water. The City has the <br />ability to arbitrarily lower the tower level to reduce water pressure in the system, and will do so if <br />the necessity arises. <br />I.
