The City is encouraged to print up and send out a brochure on the importance of water
conservation including water conservation measures. Attachment C includes a list of water
saving measures that may be used in preparation of this brochure.
The City will place a water conservation statement on the bottom of the billings on a
quarterly basis.
J. LONG TERM DEMAND REDUCTION PROCEDURES
A number of long-term demand reduction measures have been discussed above as a
means of water conservation for the City of Ramsey. Those items discussed above include:
1. Identify unaccounted water.
2. Monitor gallon per capita per day usage each year.
3. Continue current meter replacement program.
4. Enforce the Minnesota Plumbing Code for retrofitting inefficient plumbing fixtures.
5. Education and information programs.
In addition, the following is to be implemented.
1. Adopt a City ordinance to prohibit lawn sprinkling between 10 A.M. and 6 P.M., as
a large percentage of the water applied during these hours is lost to evaporation.
The Ordinance will allow exceptions to this policy if approved by the City.
2. Provide personnel available to do walk through water audits upon request to help
home and business owners identify water leaks or to identify heavy water using
appliances.
3. Perform water audits of all City buildings.
Included as Attachment D to this Plan are "Procedures for Conducting a Residential
Water Audit". The outline suggests the types of activities that are performed as part of a water
audit, and covers service meters, indoor uses, and outside water use. Most of these suggestions
may also be used by the City in performing water audits on commercial, industrial, and public
establishments. Water audits performed on industrial customers will be tailored to their type of
operations. All water audits focus on identification of leaks, encouraging water efficient fixtures
and appliances, and educating the customer on water -saving techniques.
City of Ramsey, Minnesota - M21.34343 Page 111-6
Water Emergency and Conservation Plan Prepared by Bolton & Menk, Inc.
