This is reviewed at time of Building Permit Application and request for Certificate of Occupancy <br />for the newly created lots. Note: any wetlands within the limits of construction will need to be delineated <br />and marked so that the wetland boundary is evident. The flood fringe/floodway boundary will also need to <br />be identified/marked. No topsoil or other fill is permitted within any wetland or within the floodway. <br />Floodplain: Portions of the property are within a designated floodplain, which includes both flood fringe <br />and floodway designations. No fill can be placed within the floodway portions of the floodplain. The <br />floodplain shall be clearly identified on the Preliminary Plat submittal and should distinguish between the <br />floodway and flood fringe areas. The following additional comments are offered: <br />• The submittal information shall include scaled plans that identify the following in relation to <br />watercourse channel: <br />o Location, dimensions and elevations of each lot <br />o Proposed structures <br />o Areas of fill <br />• The lowest floor elevation of all structures shall be at or above the Regulatory Flood Protection <br />Elevation (RFPE), which is, at a minimum, one (1) foot above the Base Flood Elevation <br />(BFE) plus any increases in flood elevation caused by encroachments on the floodplain <br />that result from designation of a floodway. <br />• If fill will be used within the flood fringe area to elevate building pads to or above the <br />RFPE, this will require a Letter of Map Revision based on Fill (LOMR-F) from the Federal <br />Emergency Management Agency (FEMA). This process should be initiated early on to <br />ensure adequate review time. <br />• For the portions of property within the flood fringe area, fill shall be properly compacted <br />and the slopes shall be properly protected by the use of rip -rap, vegetative cover or other <br />acceptable method. FEMA has established criteria for removing the special flood hazard <br />area designation for certain structures properly elevated on fill above the 100-year flood <br />elevation, FEMA's requirements incorporate specific fill compaction and side slope <br />protection standards for multi -structure or multi -lot developments. These standards should <br />be investigated prior to the initiation of site preparation if a change of special flood hazard <br />area designation will be requested. <br />• All new principal structures must have vehicular access at or above an elevation not more <br />than two (2) feet below the RFPE. <br />• Certification by a registered professional engineer, registered architect, or registered land surveyor, <br />shall be submitted to the City verifying that the finished fill and building elevations for Lots 1-5 <br />Block 1 were accomplished in accordance with City Code Sections 117-180-117-191 (this is <br />generally accomplished via an Elevation Certificate for each lot). <br />
