4.11: Adopt Resolution #14 -04 -074 Amending the 2014 Council Organization Resolution (14- <br />01 -007) — Council Appointment to Youth First <br />4.12: Adopt Resolution #14 -04 -075 Approving Partial Payment to Dryden Excavating for IP <br />13 -15, Vanadium Street Culvert Replacement <br />4.14 Adopt Resolution #14 -04 -080 Proclaiming April 26, 2014, as American Cancer Society <br />Bark for Life Day in the City of Ramsey <br />Discussion: Wayne Buchholz, 14621 Neon Street NW, referenced Case 4.04 and expressed his <br />concern about the number of hours the Fire Chief is spending in St. Francis. He noted the <br />Assistant Fire Chief was hired because the Fire Chief was being "spread too thin" and suggested <br />cutting back hours spent in St. Francis. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Kuzma, <br />Backous, Johns, Riley, and Tossey. Voting No: None. <br />5. APPROVE AGENDA <br />Motion by Councilmember Backous, seconded by Councilmember Johns, to approve the agenda <br />as presented. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, Johns, Kuzma, <br />LeTourneau, Riley, and Tossey. Voting No: None. <br />6. PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Membership in the Mississippi River Cities and Towns Initiative <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />benefit of becoming a member in the Mississippi River Cities and Towns Initiative (MRCTI), a <br />local government -lead effort to empower ten states and over one hundred cities that border the <br />Mississippi River to act for its continued prosperity, sustainability, and economic growth. He <br />stated staff supports the Mayor's initiative to take advantage of this free membership, noting it <br />will expand the City's voice at the State and Congressional levels. <br />Mayor Strommen stated the St. Cloud and St. Louis Mayors co- chaired this group and had <br />invited many Minnesota cities to join this initiative. <br />With regard to concern that partnerships with unelected bodies may influence the City from the <br />top down level by forcing "red tape" and policies that can be costly and cumbersome, Parks and <br />Assistant Public Works Superintendent Riverblood assured the Council this initiative is truly <br />Mayor led. <br />City Council / April 22, 2014 <br />Page 4 of 7 <br />
