Motion by Councilmember Riley, seconded by Councilmember Johns, to approve membership in <br />the Mississippi River Cities and Towns Initiative as there is no cost, it will be an effective tool in <br />advancing the City's goals, and facilitate additional access to the State Legislature and Congress <br />with Mayor Strommen serving as the delegate and City Administrator Ulrich as the alternate. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Backous, <br />Kuzma, LeTourneau, and Tossey. Voting No: None. <br />7.02: Adopt Ordinance #14 - 02 Authorizing and Ratifying the Sale of City Real Estate <br />Economic Development Manager LaFrance reviewed the staff report and recommendation to <br />adopt Ordinance #14 -02 to authorize and ratify the City's conveyance of certain real properties <br />the Council has determined are no longer necessary for the City's purposes. It was noted this <br />Ordinance received first reading and specifically ratifies approval to sell two residential lots <br />(6203 Rivlyn and Vicuna/178 Avenue) to Homes of Influence, LLC. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to adopt Ordinance #14- <br />02 Authorizing and Ratifying the Sale of City Real Estate. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember LeTourneau aye <br />Councilmember Tossey aye <br />Councilmember Riley aye <br />Councilmember Johns aye <br />Councilmember Kuzma aye <br />Councilmember Backous aye <br />Mayor Strommen aye <br />Motion carried. <br />7.03: Consider Adoption of Resolution #14 -04 -076 Accepting Bids and Authorizing <br />Award of Contract for IP 14 -00; 2014 Street Maintenance Program <br />City Engineer Westby reviewed the staff report and described the projects contained in <br />Improvement Project #14 -00, the 2014 Street Maintenance Program. He presented bids opened <br />and advised they were well below ($116,000) the engineer's estimate. Because of the <br />competitive bids, the City could consider an additional street project. City Engineer Westby <br />recommended the Council accept bids and adopt the draft resolution to award contracts for <br />Division.A to Allied Blacktop Company in the amount of $249,468.16 and Division B to Omann <br />Brother's Paving in the amount of $59,046.35. <br />City Engineer Westby stated staff is drafting the Garnet Street feasibility report and it will be <br />presented for review at the May 13, 2014, Council meeting. With regard to the impact to timing <br />should the Council direct staff to bring forward another project, City Engineer Westby stated <br />staff is recommending award of the contracts for 2014 Street Maintenance Project tonight.
