Councilmember Riley stated his support that staff has already established rates from local <br />contractors. <br />Fire Chief Kapler stated the morning following the storm, the telephone will start ringing with <br />residents asking what level of service the City will be providing. He stated during the last storm <br />he heard residents asking, not making a demand, relating to who is responsible for cleanup of <br />storm debris. The Council will need to make a determination whether that service will be <br />provided on not only City streets but also private property. Fire Chief Kapler stated during the <br />last storm, the City decided to clear the entire property and the cost was federally reimbursed. <br />He noted it is a given that the City's rights -of -ways will be cleared. <br />Public Works Superintendent Riemer stated with brush removal, there would be a set time for <br />start/finish dates. Otherwise, residents will be asking the City to come back. In addition, there <br />will be designated drop -off sites where residents can bring storm debris. <br />Fire Chief Kapler stated in this scenario, Police Captain Frankfurth gathered details on the storm <br />scenario and provided it to Mayor Strommen. <br />Mayor Strommen referenced the details provided by Police Captain Frankfurth and stated the <br />first information received is that at 8:39 p.m. Ramsey had a tornado touch down for 20 to 25 <br />minutes on the ground, several structures were damaged, residential damage ranged from minor <br />roof to total destruction, and as of 30 minutes ago, seven people were unaccounted for. She <br />described areas of power outages and road blockages. <br />Fire Chief stated there are also news crews awaiting a statement. <br />Mayor Strommen asked the Council to discuss strategy and information that should be provided <br />during a press conference under this scenario. She noted residents will want information on what <br />has happened and to know where they can get questions answered. <br />Councilmember Kuzma asked if the new telephone system can accommodate an emergency line. <br />City Administrator Ulrich answered in the affirmative and stated a recording can be placed on <br />that line to give information. In addition, information can be posted to the City's website. <br />Mayor Strommen stated the press statement should include where residents can get assistance, <br />who to call, where to go. <br />Councilmember LeTourneau stated Facebook and Twitter may also be means of communication. <br />Mayor Strommen agreed they are all good vehicles for communication and should inform <br />residents how they can get assistance. <br />City Administrator Ulrich stated 911 can be used to report downed power lines and missing <br />people. <br />City Council Work Session / April 22, 2014 <br />Page 3 of 9 <br />
