Police Chief Way stated 911 Central would bring in additional staff, open their emergency <br />center, and activate additional calling stations. <br />Fire Chief Kapler stated emergency calls will include missing people and missing pets. <br />Councilmember Kuzma asked if, as a proactive measure, an article should be placed in the <br />Ramsey Resident including a telephone number that residents can call in the case of a storm <br />emergency. <br />The Council supported that suggestion. <br />Mayor Strommen stated during the first press release, all available crews may be in the field. <br />Councilmember LeTourneau stated since it would be early in the crisis, the focus should be on <br />rescue rather than detail on mid -range and extended -range choices. <br />Mayor Strommen agreed that should be the focus of the original report with subsequent press <br />releases occurring. <br />Councilmember LeTourneau stated if a telephone number is made available, residents will make <br />use of it to gain additional information. <br />Mayor Strommen stated the information on the extent of the storm/damage will be limited to the <br />written communication from the Police/Fire Department. She asked if the press release should <br />encourage residents to stay indoors and allow City crews to clean away debris and secure power <br />lines. <br />The Council supported that suggestion. <br />Councilmember Johns agreed that people and power lines are the two top priorities. <br />City Administrator Ulrich stated additional issues can be created relating to looters and influx of <br />volunteers. <br />Police Chief Way explained that the City would require credentials and identification to gain <br />access to an area. In addition, contractors will want to come into the area to clear debris so that <br />also has to be dealt with. He stated if there is not enough staff to protect areas, the City may <br />consider instituting a curfew to address the concern of looting. <br />Councilmember Riley stated it is important to stick to the facts without speculation. <br />Mayor Strommen asked who would be at such a press conference. <br />City Administrator Ulrich stated Fire Chief Kapler is the Emergency Director so Fire Chief <br />Kapler would be the main spokesperson, Police Chief Way would be second spokesperson, and <br />City Council Work Session / April 22, 2014 <br />Page 4 of 9 <br />
