the Mayor would be the political spokesperson. He suggested funneling all communication <br />thorough the Fire Chief and Police Chief. <br />Mayor Strommen stated if the Emergency staff is in the field, another press release can be <br />scheduled for a time when they are available. <br />The Council continued the scenario by holding a press release. Mayor Strommen read a <br />statement providing details of the tornado touchdown, length of duration, extent of structural <br />damage, number of missing persons, areas without power, streets that are blocked, and that <br />Emergency Personnel are in the field assessing damage. Her statement also encouraged residents <br />to stay indoors, remain safe, and to avoid storm hazards. Finally, her statement provided <br />telephone numbers to call for additional information and indicated that subsequent press releases <br />would be held. The scenario evolved into role playing with the Mayor and Councilmembers <br />fielding questions from the Press. <br />Fire Chief Kapler complemented the Mayor and Council for their response during the scenario <br />and stated it is important to stick to the facts. <br />Councilmember LeTourneau suggested a script be created to assure all of the important points <br />are included. <br />Mayor Strommen agreed and stated should a real emergency occur, it would be her intent to <br />write out a prepared statement before speaking at a press conference. <br />Fire Chief Kapler stated the intent of tonight's practice is to talk about what to do and what not <br />to do, to provide an idea of what will be occurring, and the types of questions that can be asked. <br />Mayor Strommen stated in a storm scenario, the City would be establishing the press conference <br />so comments can be a bit more prepared. <br />City Administrator Ulrich stated staff will draft talking points that includes the topics raised <br />tonight including mention that there will be another press conference. <br />Councilmember Kuzma asked who will be the point of communication if Emergency Personnel <br />are in the field. <br />Fire Chief Kapler stated at the beginning, primary communication will go to City Administrator <br />Ulrich who will distribute it to the Mayor and Council. <br />Police Chief Way stated the Emergency Center would be created in the Alexander Ramsey <br />Room because it can be powered by &backup generator, access can be controlled, and there is a <br />kitchen area, and bathrooms. The Mayor and Council would be expected to meet in that room. <br />In addition, it can be equipped with a telephone bank to take calls. <br />Fire Chief Kapler stated if the Municipal Center is damaged, the backup Emergency Center is <br />Fire Station #1 because it also has backup power. <br />City Council Work Session / April 22, 2014 <br />Page 5 of 9 <br />
