The consensus of the Council was to request timely reports, quarterly activity reports, quarterly <br />managerial reports, trend data, and personnel needs that relate to budgeting. <br />3. TOPICS FOR FUTURE DISCUSSION <br />Councilmember Backous asked that a discussion on the complaint based system be scheduled for <br />a future Work Session agenda. He explained that a resident was cited for a violation for <br />something that was not bothering any other neighbor so the resident drove around the City to <br />find other similar violations that had not been cited. Councilmember Backous stated his concern <br />relates to property rights as long as it does not infringe on the enjoyment of another's property. <br />He stated another resident concern was the timing for compliance that, depending on the <br />situation, can be too short. <br />Councilmember Tossey stated the complainant should be a stakeholder because he could <br />probably find many neighborhood violations. <br />Councilmember Kuzma asked whether Ramsey's landfill has been recently examined, noting <br />there have been recent articles relating to landfills that emit hazardous compounds. City <br />Administrator Ulrich stated he has toured the landfill with the PCA and explained how methane <br />is monitored and captured. <br />Fire Chief Kapler stated there was a major updating so there is now a generator run by the <br />methane that backfeeds into the local electric utility. He stated it may be interesting to tour the <br />landfill. <br />The Council agreed and asked staff to schedule a tour of the landfill. <br />Councilmember Tossey suggested the new Members have the opportunity to climb the water <br />tower. <br />Councilmember Riley asked when the budget will be revisited along with new tax values that are <br />15% higher and to determine how capital equipment will be funded. <br />City Administrator Ulrich stated he will provide the Council with a budget schedule that will <br />address capital improvements in May and the preliminary budget in June. <br />4.
