Staff received an inquiry relating to the mosquito control
operation currently ongoing in the City of Ramsey. Concerns expressed were primarily
environmental and health concerns. Staff contacted Mr. Jake Lindbeck, Field Operations
Supervisor, Metropolitan Mosquito Control, for information. Mr. Lindbeck provided the
following: The District uses helicopters to apply a dry granule (Bti — Bacillus thuringiensis var.
israelensis) or pellet (Methoprene) containing a natural soil bacterium or a mosquito growth
regulator to wetlands and large areas of standing water to prevent larval mosquitoes from
becoming biting adults. These are biorational control materials which specifically target mosquito
larvae and pose no risk to human or animal health. MMCD helicopters do not spray insecticides to
control adult mosquitoes. Below, are links to the control materials product labels used in the
helicopters along with the District's website to find other information such as helicopter activity,
studies on non - target species, mosquito facts, how their operations are conducted, and contact
information.
BTI = http:// caiahost .com /mincd /wp- content/upIoads /201.2 /12 /BTgen.pdf
PELLET = http: / /npic. orst .edu /factsheets /methogen.html
MMCD website = http: / /www.rmncd.org/
It was also mentioned to staff that at times, the helicopter hovered in one spot for an extended
period of time. Mr. Lindbeck explained that the helicopters are equipped with GPS units that
display the specific wetlands that need to be treated, guiding them to their destination. It's very
rare, but at times it takes a second for the display to catch up with the pilot's aircraft so they hover
over a wetland to make absolutely sure they are treating the right one. Otherwise the helicopter is
always moving around at all times.
Notice of New Voting Equipment. Staff is required to provide notice of the new voting
equipment the City will begin using for Election 2014. A notice was posted to the City's website,
on the official post board, and will be noted in the Ramsey Resident. A demonstration of the
equipment will be provided on Thursday morning, July 3, at 9:00 a.m. for anyone who may be
interested in a hands on demo. If anyone is interested in participating in a demo but is unable to
come July 3, please contact Jo at 763 - 433 -9840 or ithieling @ci.ramsey.mn.us. A link to a video
demonstration (about two minutes in length) has been provided in the notice as well. All officers are required to shoot at least twice a year to maintain their
license. Range officers determine a course of fire that includes movement and transition from one
weapon to another.
Vehicles for Sale. The police department is currently selling five vehicles, through public auction,
that were seized for alcohol driving offenses. These cases have been cleared by the courts and the
City now owns the vehicles. Any proceeds from the sale of alcohol seized vehicles must be used
by the department for education, equipment and enforcement in the area of alcohol related
offenses. Money from this account will be used to help purchase new squad cameras.
Our Mission: To work together to responsibly grow our community, and to provide quality, cost - effective, and efficient govemment services
