5. POLICY BOARD BUSINESS <br />5.01: Appointment of Chairperson and Vice Chairperson <br />City Planner Anderson requested the Board Members nominate and appoint a Chairperson and <br />Vice Chairperson. He noted that Tom Stodola currently serves as the Vice Chairperson. <br />Motion by Board Member Valentine and seconded by Board Member Lewis to appoint Board <br />Member Stodola as Chairperson of the Environmental Policy Board for the term of April 2014 <br />through March 2015. <br />Motion carried. Voting Yes: Chairperson Stodola, Board Member Valentine, Lewis, Bentz, and <br />Hiatt. Voting No: None. Absent: Board Member Prendergast. <br />Motion by Board Member Lewis and seconded by Chairperson Stodola to appoint Board Member <br />Bentz as Vice Chairperson of the Environmental Policy Board for the term of April 2014 through <br />March 2015. <br />Motion carried. Voting Yes: Chairperson Stodola, Board Member Lewis, Bentz, Hiatt, and <br />Valentine. Voting No: None. Absent: Board Member Prendergast. <br />5.02: Community Stewardship Recognition Program <br />City Planner Anderson presented the staff report and stated based on the framework produced by <br />the Education and Community Awareness Subcommittee, Staff has refined it slightly and <br />developed a draft set of criteria that could be used to review project nominations for community <br />stewardship recognition. The draft packet was attached for the Board to review. Staff has also <br />researched whether the Board would have the ability to recognize efforts of individuals, groups or <br />businesses as it relates to community stewardship. It appears that there is nothing that would <br />expressly prohibit the Board from taking such action. In fact, the Economic Development <br />Authority annually recognizes a business of the year and the Parks and Recreation Commission <br />periodically recognizes volunteer efforts in, or contributions to, City parks. There could be <br />differing levels of recognition based on the merits of a project. <br />City Planner Anderson stated Staff is seeking approval of the program design and nomination <br />criteria. Staff has received confirmation that this document does not need to be formally <br />reviewed/approved by the Park and Recreation Commission as the EPB has taken the lead on this <br />project. The criteria developed for review can be used to structure a tiered recognition program. <br />Staff would update the respective advisory boards whenever a nomination is received. City Planner <br />Anderson reviewed the expenses associated with this recognition program and noted they would <br />be minimal. The projects recognized would be written up in the Ramsey Resident newsletter and <br />would be added to the City's website. <br />Board Member Lewis asked if Mr. Riverblood was supportive on the proposed program. <br />City Planner Anderson stated Mr. Riverblood is supportive and he agrees to keep it streamlined <br />and minimize staff time dedicated to the process. <br />Environmental Policy Board / April 7, 2014 <br />Page 2 of 8 <br />
