Board Member Hiatt stated he understands the need for prior approval before projects are started <br />on City property, but he does not see a sign -off when the project is completed. <br />City Planner Anderson suggested wording regarding successful completion of the project at which <br />time the recognition would be awarded. <br />Board Member Lewis suggested a photograph showing the completed project could be evidence <br />of completion. <br />Board Member Hiatt is concerned that a project might be recognized before it is completed. <br />City Planner Anderson will add the verbiage to the qualifying criteria section of the information <br />form. <br />Board Member Lewis suggested a sentence be added to fourth paragraph stating the completed <br />project will be evaluated. <br />Chairperson Stodola suggested the stipulation of completion is out of place in the fourth paragraph. <br />City Planner Anderson stated he will add it to the second paragraph. <br />Board Member Valentine stated he trusts City Planner Anderson will come up with acceptable <br />wording to be added to give a clear statement of recognition when a project has been completed <br />and verified. <br />Board Member Lewis suggested an addition to Project Considerations may be the correct place. <br />Motion by Board Member Lewis and seconded by Board Member Valentine to approve the <br />Community Stewardship Recognition Program as presented. <br />Motion carried. Voting Yes: Chairperson Stodola, Board Members Lewis, Valentine, Bentz, and <br />Hiatt. Voting No: None. Absent: Board Member Prendergast. <br />5.03: Review Planning Commission Feedback on Sketch Plan for Parcel Owned by <br />Village Bank Located at 6080 Highway 10 NW and Recommended Small Area <br />Planning Effort of Surrounding Area <br />City Planner Anderson reviewed the Planning Commission feedback on the Sketch Plan for Parcel <br />owned by Village Bank located at 6080 Highway 10 NW and recommended small area planning <br />effort of surrounding area. The purpose of this case is to update the EPB on the Planning <br />Commission review of a Sketch Plan for a seven (7) lot single - family subdivision that is <br />immediately adjacent to Rivlyn Avenue that would extend an existing cul -de -sac. Staff is looking <br />for feedback as it relates to appropriate land uses in shore land areas and the requested fill of <br />floodplain (flood fringe, not floodway) areas. The Planning Commission directed to postpone <br />action to better coordinate with completion of the Highway 10 Access Planning Study and consider <br />initiating a local small area land use planning effort. The spacing and location of the Highway 10 <br />Access Planning Study alternatives have the potential to affect spacing and setbacks of the <br />proposed single - family dwellings to the ordinary high water line of the Mississippi River.
