not looking for a recommendation on the Plat itself, although comments are welcome. This is also <br />an opportunity and case study to illustrate various environmental standards on development to <br />assist the EPB in its role in advising the City Council on environmental issues. Staff attempted to <br />notify all Property Owners within 700 feet of the Subject Property. A Public Hearing and <br />Notification is required as part of the Preliminary Plat. <br />City Planner Anderson stated there was discussion about appropriate land uses adjacent to the <br />river. There are also floodplain issues relating to this area. City Planner Anderson provided <br />information on floodplains and floodplain management. <br />It was noted that based on discussion potential actions that could be considered would be: motion <br />to recommend postponement of action on a Comprehensive Plan Amendment until Highway 10 <br />Access Planning Study alternatives are known; motion to recommend the initiation of a small area <br />planning and citizen engagement effort to study the broader area beyond the Subject Property; <br />and/or provide general feedback on preferred land uses in shore land and/or riparian areas as well <br />as use of fill to elevate building pads above the Regulatory Flood Protection Elevation (RFPE), <br />which is one (1) foot greater than the Base Flood Elevation. <br />The technical review memo was provided for Board review. The owners of the Lano property <br />voiced some concerns about screening which will be addressed with the property owner. <br />Board Member Valentine asked for a brief description of how we got in the position to add fill to <br />bring up the level of the property. <br />City Planner Anderson stated the FEMA standards allowed it in the flood fringe. There is a big <br />distinction between floodway and flood fringe. Application would need to be made to FEMA for <br />filling in the property and receive a letter of map revision. <br />Board Member Hiatt asked how much it would need to be raised to be acceptable. <br />City Planner Anderson stated they have not gotten to that detail yet and that will be looked at closer <br />in Preliminary Plat Review. <br />Board Member Hiatt asked if there would be any impact in the Comprehensive Plan update. <br />City Planner Anderson stated if the City was willing to modify the Comprehensive Plan that would <br />preclude this. He noted that a determination on where a frontage or backage road be constructed <br />would be needed first. <br />Chairperson Stodola asked where this property is actually located and City Planner Anderson <br />explained where it was located. <br />Board Member Lewis stated this seems like an odd location for a very small cluster or homes. <br />City Planner Anderson stated there are currently residential lots along Rivlyn Avenue and this <br />would be an extension. <br />Councilmember LeTourneau stated the trail would come into this area. <br />Environmental Policy Board / April 7, 2014 <br />Page 4 of 8 <br />
