City Planner Anderson stated the City recently received a grant to construct the Mississippi River <br />Trail which would go through this area. The contract has been awarded for this trail extension. <br />The sketch plan has been amended taking into account the trail. <br />Board Member Hiatt asked if this land is currently zoned Commercial and if it was developed in <br />Commercial would it need to look at the floodplain issues. <br />City Planner Anderson stated that would depend on the layout of a proposal. Staff is asking for <br />feedback on the sketch plan. <br />Board Member Bentz asked if it would be in the City's best interest to keep it zoned Commercial. <br />The river would be better protected. <br />City Planner Anderson stated that is the type of feedback Staff is looking for. The frontage or <br />backage road could be a separating barrier between two uses. <br />Board Member Valentine stated this is not a short -term fix. <br />City Planner Anderson stated the Planning Commission gave direction to Staff to look at the area <br />in general to make sure everything is taken into consideration. <br />Councilmember LeTourneau stated the 167t and old municipal sites information that was provided <br />is very helpful. He would like to see a representative from the EPB serve on a subcommittee to <br />look at that. <br />City Planner Anderson stated he is not aware if a committee will be formed or if possibly a more <br />generalized collaborative process would be used. <br />Chairperson Stodola asked Board Member Bentz if his comment was positive relating to the <br />changing to residential for the property. <br />City Planner Anderson stated the guidance of the land was changed to the E -1 Employment <br />District. <br />Board Member Bentz asked if enough fill needed to be added to change the overall look of the <br />area would a variance be required. <br />City Planner Anderson stated possibly a Conditional Use Permit would be needed. <br />Board Member Hiatt asked if there was any feedback from any other adjacent property owners <br />other than Lano. City Planner Anderson stated only Lano provided feedback. <br />Board Member Bentz asked if the building setbacks apply to everything or would they be different <br />near the river. <br />Environmental Policy Board / April 7, 2014 <br />Page 5 of 8 <br />
