City Planner Anderson stated there are a different set of setbacks adjacent to the river per the river <br />restrictions. He summarized concerns he has heard about commercial in that area and residential <br />in the floodplain area. <br />Board Member Bentz asked if there could be a waiver for the irrigation requirement. <br />City Planner Anderson stated that will be coming up fairly soon. <br />Board Member Bentz asked if there was alternative surfacing that could be looked at. <br />City Planner Anderson stated that could be looked at. <br />Board Member Bentz asked about curbing. <br />City Planner Anderson stated commercial development in that district would need to follow the <br />bulk standards of the district. <br />Councilmember LeTourneau brought up the compatibility of use and transition between the land <br />use types. He does not know how adding more homes as an extension of the homes there would <br />be incompatible. <br />Board Member Bentz stated there was a moratorium on construction in Minneapolis where large <br />houses were constructed putting the neighbors' homes in shade. He feels screening is important. <br />The amount of traffic is also an issue. <br />Board Member Valentine stated he would be concerned about noise from the commercial operation <br />next to a residential area. Sound barriers may be requested from the residents in the future. <br />Board Member Lewis stated the sound barrier need (request) could be a liability to the City and <br />the State. <br />Councilmember LeTourneau asked if decibel readings could be taken early on to have a baseline <br />for discussions. <br />Board Member Lewis stated all the issues he sees have precedent already set. He questioned what <br />makes this piece of property unique. There are other homes built along the river and abutting to <br />commercial property. <br />City Planner Anderson stated they are not looking to create new standards but a comprehensive <br />plan amendment would be required. There will be an access planning study. Nothing has been <br />finalized from the sketch plan. The sketch plan will likely be modified and will look differently. <br />A frontage or backage road will have an impact on what would be done. He stated the comment <br />he heard is that this would be an extension of existing conditions. <br />Board Member Bentz referred to the Washington mudslide and wondered if the City was aware <br />and would the City be liable. <br />Environmental Policy Board / April 7, 2014 <br />Page 6 of 8 <br />
